Abstract(s)
Em 2004 era empregada, pela primeira vez, a expressão “Amazônia Azul” para
designar parte da área marítima no Atlântico Sul sob domínio soberano do Brasil, estabelecida em conformidade com os preceitos da “III Convenção das Nações Unidas sobre o Direito no Mar”. Esta convenção deu origem ao mais importante documento que rege, no âmbito da ordem mundial, a questão dos direitos e deveres relacionados ao mar.
A expressão “Amazônia Azul” foi concebida pela Marinha do Brasil, com o
propósito inicial de conscientizar a Nação Brasileira sobre a importância que o mar tem para o País sob o ponto de vista geopolítico que abrange, dentre outros, os factores histórico, económico, estratégico e político. Sob o enfoque da Ciência Geopolítica, constata-se que o Brasil constitui-se, ao mesmo tempo, como um país continental e marítimo. Neste contexto, a maritimidade mostra-se como um factor fundamental para o Brasil tanto ao longo da sua história, quanto no presente e no que se prospecta para o futuro. Assim, este trabalho de investigação tem como objecto de análise o factor marítimo, representado pela “Amazônia Azul”, com ênfase no domínio da Defesa.
O trabalho é desenvolvido segundo o método lógico-dedutivo. Partindo-se das
teorias geopolíticas clássicas, passa por uma breve referência histórica que evidencia a influência do mar na formação do Brasil. Em seguida, procura demonstrar a importância de determinados elementos geopolíticos relacionados à “Amazônia Azul” para o desenvolvimento económico e social do Brasil. Dentre tais elementos são destacados o petróleo e o tráfego marítimo.
Em remate, o trabalho pretende demonstrar a necessidade do Brasil estar em
condições de defender seus legítimos interesses na “Amazônia Azul”, com foco na preparação e fortalecimento do seu Poder Naval. Neste sentido, é mostrado que o grande desafio que se coloca ao Brasil, em termos tecnológicos, é a obtenção do submarino nuclear de ataque.
A base institucional empregada no trabalho é a Política de Defesa Nacional
brasileira e a sua decorrente Estratégia de Defesa. Portanto, não trata o presente trabalho de uma opinião pessoal, embora reflicta ideias próprias.
A conclusão apresenta uma síntese dos pontos principais do trabalho, uma
consolidação dos desafios que o Brasil deve superar para assegurar a soberania sobre a “Amazônia Azul” e uma consideração de ordem prática. Abstract: In 2004 it was used for the first time, the expression "Blue Amazon" to designate part of the maritime area in the South Atlantic in Brazil's sovereign rule, established in accordance with the precepts of the "Third United Nations Convention on the Law of the Sea." This agreement gave rise to the most important document that governs within the world order, the question of rights and duties related to the sea.
The term "Blue Amazon" was conceived by the Brazilian Navy, whose initial
purpose is to increase awareness to the Brazilian Nation about the importance the sea has to the Country under the geopolitical point of view that encompasses, among others, historical factors, economic, strategic and political. Under the focus of Geopolitical Science, it appears that Brazil is simultaneously, a continental and a maritime country. In this context, the sea shows up as a key factor for both in Brazil throughout its history, as well as in present and in the future, as it can be foreseen. Thus, this research work
examines the maritime factor, represented by "Blue Amazon", with emphasis in the domain of Defense.
The work is developed according to the deductive logical method. Starting from the classical geopolitical theories, goes through a brief historical reference that highlights the influence of the sea in the formation of Brazil. It then attempts to demonstrate the importance of certain geopolitical factors related to the "Blue Amazon" to the economic and social development of Brazil. Among such factor are highlighted oil and maritime traffic.
Finally, the work attempts to demonstrate the need for Brazil to be able to defend its legitimate interests in the "Blue Amazon" with a focus on preparing and strengthening its Naval Power. In this sense, it´s shown that the major challenge Brazil faces, in technological terms, is obtaining the nuclear attack submarine.
The institutional basis used in the study is the Brazilian National Defense Policy
and its resulting Defense Strategy. Therefore, this work is not a personal opinion, though it reflects our own ideas.
The conclusion summarizes the main points of work, a consolidation of the
challenges that Brazil must overcome to ensure the sovereignty over the "Blue Amazon" and a practical consideration.
