A Gestão de Recursos Humanos é uma atividade desafiante porque gere o ativo mais
importante da organização: as pessoas. O desafio aumenta quando o objetivo está focado no
conhecimento que essas pessoas transportam, pois a gestão deste ativo permite garantir a sua
qualidade, disponibilidade e atualidade.
A Força Aérea Portuguesa opera meios extremamente evoluídos que exigem conhecimento
muito exclusivo. As saídas dos quadros e a mobilidade que caracterizam a carreira militar
podem ocorrer sem que haja sobreposição de serviço, representando purgas incontroladas de
conhecimento valioso que a organização não tem sabido acautelar.
Com base em estudos de caso da Boeing, NASA e USAF, em entrevistas e no relatório
da Knowman, foi construído um plano de ação, que atendeu ao alinhamento estratégico da
instituição, propôs uma arquitetura e definiu a integração da gestão do conhecimento na
estrutura da gestão da informação da Força Aérea.
Os resultados revelam que é viável implementar um programa de gestão do conhecimento
aeronáutico-militar, conferindo sentido às condições que a Força Aérea já apresenta e
preenchendo a lacuna que existia entre os seus pares globais. Este programa pode mitigar a
perda de conhecimento, sugerindo uma gestão dos recursos mais adequada no cumprimento
da Missão da Força Aérea.
The Human Resource Management is an activity that presents itself as extremely challenging because it manages the organization’s most important asset: people. The challenge increases when the goal is focused on the knowledge that these people carry because the management of this asset ensure its quality, availability and timeliness. The Portuguese Air Force operates highly evolved means that require very exclusive knowledge. The turnover and mobility that characterizes the military career, may occur without service overlapping, representing uncontrolled valuable knowledge purges that the Air Force has not been able to prevent. Based on case studies on Boeing, NASA and USAF, on interviews and on the Knowman Report, it was built an action plan that attended the strategic alignment of the institution, proposed an architecture and set the integration of knowledge management in the Air Force management information structure. The results show that it is feasible to implement an aeronautical-military knowledge management program, giving meaning to the conditions that the institution already has and filling the gap that existed between its global peers. This program can mitigate the loss of knowledge suggesting a more appropriate management of resources and contributes to a more capable achievement of the Air Force Mission.
