O presente trabalho estudou o papel da Polícia de Segurança Pública na prevenção da criminalidade rodoviária na Região Autónoma da Madeira, com foco nos crimes de condução sob influência de álcool ou substâncias psicotrópicas e de condução sem habilitação legal. A investigação partiu da importância social da segurança rodoviária e da necessidade de compreender como a atuação policial contribuiu para reduzir comportamentos de risco que aumentaram a sinistralidade. Metodologicamente, adotou-se um estudo de caso de natureza mista, que combinou a análise quantitativa de dados oficiais desta força de segurança no período 2022–2024 com entrevistas a profissionais da área do trânsito. Os resultados demonstraram que a condução sob influência do álcool continuou a constituir o principal fator de risco, representando a maioria das detenções rodoviárias, sobretudo entre condutores do sexo masculino com mais de 24 anos. Já a condução sem habilitação legal surgiu maioritariamente entre jovens adultos, revelando perfis de risco diferenciados. Verificou-se ainda ausência de correlação direta entre a redução da criminalidade rodoviária e a diminuição da sinistralidade. As entrevistas confirmaram carências relevantes de recursos humanos e técnicos, destacando a necessidade de reforço de efetivos e modernização tecnológica.
This study examined the role of the Public Security Police in preventing road crime in the Autonomous Region of Madeira, focusing on the offences of driving under the influence of alcohol or psychoactive substances and driving without a valid licence. The research was based on the social importance of road safety and on the need to understand how police action contributed to reducing risk behaviours that increased accident rates. Methodologically, a mixed case study was adopted, combining the quantitative analysis of official data from this police force for the period 2022–2024 with interviews with traffic professionals. The results showed that driving under the influence of alcohol continued to be the main risk factor, representing most road arrests, especially among male drivers over 24 years old. Driving without a valid licence appeared mainly among young adults, revealing different risk profiles. No direct correlation was found between the reduction in road crime and the decrease in accidents. The interviews confirmed significant shortages in human and technical resources, highlighting the need to reinforce staffing levels and modernise technology.
