O turismo assume-se hodiernamente como uma das principais indústrias a nível mundial.
Em Portugal, o turismo é um motor basilar da economia com tendência ao crescimento e
contínua distinção em termos de qualidade. A relação entre o turismo e a segurança é
simbiótica, dependendo a indústria de um clima de segurança para que se possa edificar
e desenvolver.
Neste sentido, os delitos perpetrados contra turistas merecem um olhar atento por parte
das instituições jurídicas e de segurança. O turista exibe uma vulnerabilidade própria e
consequente de se encontrar num local que desconhece, absorto pela experiência turística
e disposto ao lazer, o que o torna um alvo fácil, principalmente da criminalidade subtil e
oportunista.
O furto por carteirista é um delito que tem nas ambiências turísticas todas as condições
para se disseminar, o que tem levado a uma profissionalização dos delatores, com
consequente complexificação do fenómeno.
As facilidades de circulação em espaço europeu, bem como as parcas e leves sanções,
vão aguçando o engenho e organização dos meliantes, o que vem questionar a abordagem
policial e jurídica face à pequena criminalidade, e sedimentar a necessidade de uma cultura
de partilha e inteligência.
The tourism is nowadays one of the most important industries worldwide. In Portugal, the tourism is a great economy booster, and has been growing everyday with distinctive quality. The link between tourism and security is symbiotic, in which the industry depends on a secure environment in order to grow and evolve. In this sense, the offenses committed against tourists deserve a watchful eye from the judicial system and security forces. The tourist himself shows a proper vulnerability, in consequence of him being in a strange place, absorbed by new experiences and adventures, in which he becomes an easy target, mostly in the subtle and opportunist type of crimes. Pickpocketing is a type of offense that has all the conditions of spreading in a touristic environment, which, in turn, urges the criminals to find new and more professional ways of acting, resulting in a more complex phenomenon. The ease ways of circulating in the European territory, as well as the light sanctions, lead to new ways of committing this offense and better organizational skills, which in turn questions the security forces and the judicial response to this type of small crimes, and brings an urgent need of a sharing and intelligence culture.
