As migrações representam um fenómeno complexo e multifacetado, transnacional e
irreversível, constituindo uma preocupação para qualquer Estado. O XXIV Governo de Portugal,
no presente ano, aprovou, no dia 3 de maio, um plano de ação para as migrações, visando
corrigir os problemas nas regras de entrada em Portugal, resolver a incapacidade operacional da
AIMA, assegurar a eficácia dos sistemas de controlo das fronteiras e garantir uma integração
efetiva dos imigrantes.
Mais recentemente, através do Decreto-lei nº 53/2024, de 30 de agosto, foi criado o
Conselho Nacional para as Migrações e Asilo, um órgão autónomo da AIMA com funções
consultivas do Governo, que funciona junto ao membro do Governo responsável pela área das
migrações.
A Polícia de Segurança Pública (PSP) desempenha um papel fundamental na construção
de uma sociedade inclusiva e segura para todos, independentemente da sua origem. Esta força
policial é crucial no acolhimento e integração dos imigrantes, embora o seu foco principal seja a
segurança pública.
No presente estudo, analisamos as estratégias de policiamento de proximidade que a PSP
tem utilizado para o acolhimento e integração dos imigrantes, com especial atenção à
comunidade são-tomense em Portugal, e apresentamos algumas sugestões para melhorar essas
estratégias.
Através de entrevistas com os Auditores Intendente da PSP, foi possível compreender
melhor o papel da PSP no processo de acolhimento e integração dos imigrantes, bem como
identificar sugestões para melhorias nesse processo.
Migration is a complex, multifaceted, transnational and irreversible phenomenon that is a concern for every state. This year, Portugal's 24th government approved an action plan for migration on 3 May, with the aim of correcting the problems with the rules of entry into Portugal, resolving AIMA's operational incapacity, ensuring the effectiveness of border control systems and guaranteeing the effective integration of immigrants. More recently, Decree-Law 53/2024 of 30 August created the National Council for Migration and Asylum, an autonomous body of the AIMA with advisory functions to the government, which works closely with the member of the government responsible for the area of migration. The Public Security Police (PSP) plays a fundamental role in building an inclusive and safe society for everyone, regardless of their origin. This police force is crucial in welcoming and integrating immigrants, although its main focus is public safety. In this study, we analyse the proximity policing strategies that the PSP has used to welcome and integrate immigrants, with special attention to the São Toméan community in Portugal, and present some suggestions for improving these strategies. Through interviews with the PSP's Intendant Auditors, it was possible to better understand the PSP's role in the process of welcoming and integrating immigrants, as well as to identify suggestions.
