Abstract(s)
A protecção do meio Ambiente e a utilização racional dos recursos naturais têm
assumido um papel cada vez mais relevante na Gestão das Organizações, fruto,
principalmente, da crescente consciencialização das fragilidades do meio Ambiente e da
consequente pressão mediática.
As Forças Armadas como vector primordial e insubstituível da Defesa Nacional,
afirmam-se como uma organização ciente da necessidade do desenvolvimento sustentado
da sociedade portuguesa, pelo que tem desenvolvido uma postura cada vez mais activa,
relativamente à componente ambiental.
Este estudo teve como objectivo a análise dos requisitos necessários para a
implementação de um Sistema de Gestão Ambiental em Unidades das Forças Armadas,
que potencie a obtenção de certificações ambientais, seguindo os critérios estabelecidos
pela ISO 14001:2004.
Para dar cabal resposta ao trabalho procedeu-se a uma revisão de literatura, assente
em bibliografia no âmbito do ambiente em geral, e nos Sistemas de Gestão Ambiental em
particular, tendo pesquisado também em sítios de referência da Internet, relacionados com
a temática em apreço.
Na análise efectuada, relativamente à componente ambiental das Forças Armadas,
procurou-se ir ao encontro da Política Ambiental definida superiormente pelo poder
político e a sua aplicação efectiva, resultante quer da aprovação de legislação de carácter
geral, quer de legislação dedicada ao Sector Militar.
Decorrente da investigação que foi efectuada, são sugeridas algumas orientações
que se consideram, pela sua pertinência, poderem contribuir para a resolução de algumas
das vulnerabilidades identificadas, potenciando desta forma os procedimentos necessários
ao cumprimento, por parte das Forças Armadas, dos objectivos e metas consagrados na
Política Ambiental Nacional, Comunitária e vigente em Organizações Internacionais de
defesa colectiva. Abstract: The protection of the environment and the rational utilizatio n of the natural
resources have assumed a paper more and more prominent in the Management of the
Organizations, mainly due, of the growing one to make aware of the fragilities of the
environment and of the consequent media pressure.
The Armed Forces as main vector and irreplaceable of the National Defence,
affirm itself as an aware organization of the need of the development maintained of the
Portuguese people, by what has developed a posture more and more active, relatively to
the environmental component.
This study had the objective to analysis the necessary requirements for the
implementation of a System of Environmental Management in Units of the Armed Forces,
that potency the obtaining of environmental certifications, following the criteria
established by the ISO 14001:2004.
To give a complete answer to the work we proceded to a revision of literature,
agreed in bibliography in the scope of the environment in general, and in the Systems of
Environmental Management in particular, having researched also in Internet, related with
that thematic.
In the analysis realized, relatively to the environmental component of the Armed
Forces, we go to the meeting of the Political Environmental one defined upper by the
political power and to his effective application either by the general character legislation
approval or by legislation dedicated to the Military Sector.
Resulting of the inquiry that was effectuated, are suggested some orientation that
itself consider, by his pertinence, will be able to contribute for the resolution of some of
the vulnerabilities identified, increasing in this way the necessary procedures to the
fulfilment, on the part of the Armed Forces, of the objectives and consecrated goals in the
National Political Environmental, Communal and in force one in International
Organizations of collective defence.
