O presente estudo analisa o processo de planeamento de atracagem de navios nos portos de Praia e do Mindelo com o objetivo de identificar as principais variáveis que influenciam a eficiência operacional e a tomada de decisão nos terminais portuários. A problemática centra-se na necessidade de otimizar o processo de alocação de cais e de reduzir os tempos de espera por meio de soluções digitais. A pesquisa adota a metodologia de estudo de caso, apoiada na recolha de dados através de entrevistas com gestores e técnicos da Enapor, complementadas por análise documental e revisão da literatura especializada. As principais fontes de informação incluíram relatórios da autoridade portuária, dados de sites oficiais e estudos científicos sobre o problema da alocação do cais, a otimização da escala portuária e a chegada Just in Time. Os resultados indicam que os portos da Praia do Mindelo enfrentam constrangimentos relacionados com limitações infraestruturais, condições meteorológicas e integração tecnológica insuficiente. Contudo, identifica-se um elevado potencial de melhoria através da modernização de equipamentos e da adoção de ferramentas inteligentes de apoio à decisão como os Decision Support System (DSS) e Terminal Operation Systems (TOS), que poderão reforçar a sustentabilidade e a competitividade do sistema portuário nacional.
This study analyzes the berth planning process for ships at Port of Praia and Mindelo, aiming to identify the variables that influence operational efficiency and decision-making in Cape Verde´s port terminals. The core issue lies in the need to optimize berth allocation and reduce waiting times through the integration of digital solutions. The research follows a qualitative approach based on a case study, with data collected through interviews with managers and technical staff, complemented by document analyses and an extensive literature review. The main sources of information included reports from the port authority, official websites data and scientific studies on the Berth Allocation Problem (BAP), Port Call Optimization and Just in Time Arrival. The results show that the Ports of Praia and Mindelo face constraints related to infrastructural limitations, weather conditions, and insufficient technology integration. However, there is strong potential for improvement through the modernization of equipment and the adoption of intelligent decision support tools, such as Decision Support Systems (DSS) and Terminal Operating Systems (TOS), which can enhance the sustainability and competitiveness of the national port system.
