Pensão de Reforma dos Militares das Forças Armadas: Contributos para a equidade dos Regimes

| dc.description.abstract | Fatores político-económicos e demográficos potenciaram a insustentabilidade dos sistemas de pensões, coagindo a alterações legais desde 1993, atingindo as Pensões de Reforma dos militares. Estes estão jurídico-constitucionalmente obrigados a restrições e sacrifícios diversos, e protegidos com especiais direitos, como a Segurança Social. Recorrendo à metodologia quantitativa, investigou-se o impacto remuneratório nas Pensões de Reforma. Os resultados revelam que, na ausência de medidas mitigadoras, os militares não salvaguardados estatutariamente verão uma degradação de 30 a 60% da remuneração do Ativo. O EMFAR, na qualidade de baluarte regulador da profissão militar, deve incorporar idêntica ressalva para todos, através do Complemento de Reforma, permitindo mitigar a degradação definitiva; ultrapassar a iniquidade para muitos militares dos Quadros Permanentes e potenciar a coesão, a motivação e a vinculação organizacional, concorrendo para o cumprimento cabal da Missão da Força Aérea. Abstract: Political-economic and demographic factors have boosted the unsustainability of the pension systems, coercing legal alterations since 1993 and affecting the military pensions as well. They are legal and constitutionally forced to various restrictions and sacrifices, at the same time they are protected with special rights, as the Social Security. Using the quantitative methodology, we investigated the remuneration impact in the retirement pensions. The results show that if nothing is done, the military won´t be safeguarded statutorily. They will see pension degradation between 30% and 60%. The EMFAR, as the regulatory bulwark of the military profession should have the same protection for all, ensured by the Retirement Complement. It will allow to mitigate the definite degradation within Retirement, overtake the iniquity to the career military; boost the cohesion; the motivation and the organizational linkage, contributing to the proper performance of the Air Force Mission. | pt_PT |
