Abstract(s)
As mudanças que têm ocorrido na Administração Pública, nomeadamente, a “queda” da estabilidade no emprego público e as mudanças estruturais, influenciam os recursos humanos e a perceção destes. Estudar a motivação neste contexto de mudança, torna-se fundamental, Bergamini (1990) define motivação como uma força propulsora que leva o indivíduo a satisfazer as suas necessidades e desejos.
O presente estudo empírico tem como objetivo geral estudar os fatores motivacionais dos trabalhadores da Administração Local sendo os objetivos específicos - (1) Caracterizar a organização; (2) Conhecer a perceção da Organização sobre as mudanças organizacionais; (3) Analisar a perceção dos trabalhadores sobre à Organização e o trabalho. De forma a tornar possível estes objetivos, foram revistos os pressupostos teóricos sobre a motivação, os modelos de reforma do serviço público (Estado de Welfare, o New Public Management e o New Public Service) e as alterações ocorridas na Administração Pública Local face à lógica da Nova Gestão Pública.
Do ponto de vista metodológico, a opção recaiu sobre a metodologia de estudo de caso, porque permite identificar um conjunto de variáveis e a relação entre as variáveis (Yin, 2010) e assente em um instrumento de análise quantitativa e qualitativa, o inquérito por questionário online e a entrevista semi-estruturada. Foram utilizados também a análise documental, através do Balanço Social, Manual de Acolhimento e site oficial da instituição, ocorrendo desta forma a chamada triangulação de informação característica da metodologia de estudo de caso (Stake, 2012; Yin, 2010).
Através da análise de conteúdo da entrevista realizada percebemos que a instituição foi alvo de restruturação, o que consequentemente, levou a extinção e transformação de algumas divisões, bem como as responsabilidades de cada trabalhador.
Dos resultados obtidos, concluímos que a satisfação no trabalho é condicionada pelas características sociográficas dos respondentes, idade, sexo, habilitações literárias e antiguidade.
The changes that have occurred in public administration, in particular, the "fall" of stability in public employment and structural changes influence human resources and their perception. Student motivation in this changing context, it is essential, Bergamini (1990) defines motivation as a driving force that leads the individual to meet their needs and desires. This empirical study has the general objetive to study the motivational factors of the Local Government workers being specific objetives - (1) To characterize the organization; (2) Knowing the perception of the Organization of the organizational changes; (3) To analyze the perception of employees on the Organization and the work . In order to make possible these objetives were reviewed the theoretical assumptions about motivation, public service reform models (State of Welfare, the New Public Management and the New Public Service) and the changes in local public administration in the face of logic New Public Management. From a methodological point of view, the option was on the case study methodology, allows one to identify a set of variables and the relationship between the variables (Yin, 2010) and based on an instrument of quantitative and qualitative analysis, the survey online and the semi-structured interview. There were also used to document analysis, through the Social Report, Welcome Guide and official other website, occurring this way the call triangulation of information characteristic of case study methodology (Stake, 2012; Yin, 2010). Through the interview conducted content analysis we realized that the institution was restructuring target, which consequently led to extinction and transformation of some divisions as well as the responsibilities of each worker. We conclude that job satisfaction is conditioned by sociographic characteristics of respondents, age, gender, qualifications and seniority.
