Abstract(s)
O presente trabalho refere-se ao tema “GESTÃO DE CUSTOS ASSOCIADOS À
IMPLEMENTAÇÃO DE MEDIDAS DE SEGURANÇA FERROVIÁRIA“. Pretende-se criar
ferramentas de gestão por forma a facilitar a integração dos custos e sua gestão, desde
a fase de concurso até à fase de obra.
Neste contexto, na Parte I do trabalho aborda-se o enquadramento teórico, no qual é
efetuada uma apresentação geral das obras na Infraestrutura ferroviária e
enquadramento legal.
Na parte II será enquadrada a caracterização das obras na Infraestrutura ferroviária ou
na sua proximidade e a obra em estudo, onde se efetua a análise dos pré-requisitos
das Infraestruturas de Portugal (IP) para este tipo de obras. Será abordada a
integração da segurança em projeto, condicionalismos, planeamento, programação e
autorização para trabalhos na via férrea ou na sua proximidade.
Em seguida, a metodologia que assenta num estudo caso de uma obra ferroviária na
Linha da Beira Alta, onde será efetuada a revisão da literatura, pesquisa documental e
recolha de dados no projeto da obra, nomeadamente no programa de concurso,
caderno de encargos, mapa de quantidades e plano de segurança e saúde de projeto.
Teremos também por base a criação de um modelo de relatório de visita a obra
ferroviária – grelha de observação.
Neste contexto, no seguimento dos objetivos definidos, podemos concluir que os
procedimentos atualmente definidos pela IP em fase de concurso, não definem
claramente os requisitos mínimos dos vários temas em matéria de prevenção, tendo
um impacto direto na gestão de custos associados à implementação de medidas de
segurança ferroviária, tanto na fase de concurso como na fase de execução de obra.
Tendo em conta as variáveis e constrangimentos, essa flexibilidade irá proporcionar aos
concorrentes visões e interpretações diferentes sobre as mesmas situações,
contribuindo para orçamentos diferentes com relevância na execução da obra.
The object of the present study is "MANAGEMENT OF COSTS ASSOCIATED WITH THE IMPLEMENTATION OF RAILWAY SAFETY MEASURES". The goal is to create management tools in order to facilitate the integration of costs and their management, from the tendering phase to the construction. In this context, the study begins with the theoretical framework, with a general presentation of the Railway Infrastructure works and also the legal framework. In the second part, we will characterize the works in the railway infrastructure or in its proximity and also the construction project under study and examine the prerequisites from Infraestruturas de Portugal (IP) for this type of works. The integration of safety in construction projects, constraints, planning, programming and authorization for work on railway will be addressed. The applied methodology consisted on a case study of a railway work in the Beira Alta Line, where it will be carried out documentary research and data collection in the construction project, namely, the tender program, specifications, quantity map and project safety and health plan. We will also try to create a report model for the visit to the railway work - an observation grid. Therefore, following the defined objectives, we can conclude that the procedures currently established by IP during the tender phase, do not clearly define the minimum requisites on several subjects on prevention, causing a direct impact in managing the associated costs of implementing the railway safety measures, both during the tender phase and the execution phase. Considering all the variables and constraints, that flexibility will provide our competitors several views and interpretations on the same situations, contributing to different budgets with relevance in the execution phase.
