| dc.description.abstract | Neste estudo foi empregue o método de investigação das ciências sociais preconizado por Raymond Quivy e Luc Van Campenhoudt (1992), para se encontrar resposta ao problema em análise, consubstanciado na questão central “De que forma as doutrinas das Guerras Preemptiva e Preventiva afectam o Sistema Internacional?” A abordagem deste estudo, consistiu em conceptualizar e sistematizar três temas chave orientadores da investigação: o conceito de Guerra Preventiva e Preemptiva; a questão da legalidade no âmbito do Direito Internacional; e, os contributos da tecnologia na clarificação da fronteira entre a Guerra Preemptiva e Preventiva. Analisada a Guerra Preemptiva e Preventiva, face aos “novos actores” do Sistema Internacional - em especial os grupos de terroristas -, identificámos as suas diferenças, legalidade e implicações nas Relações Internacionais, ficando claro que a Guerra Preventiva é ilegal e a Guerra Preemptiva é legal e que quaisquer acções devem ser executadas duma forma cooperativa, ou seja por antecipação, mas devidamente legalizadas no âmbito do Direito Internacional Público e sob mandato da Organização das Nações Unidas. Completámos esta análise com os contributos dos avanços tecnológicos na clarificação da fronteira entre Guerra Preemptiva e Guerra Preventiva, comprovando que tais contributos são essenciais mas devem ser complementados com um sistema de Informações. Concluímos que a Guerra Preventiva origina fragilidade nas várias Organizações Internacionais e instabilidade no Sistema Internacional e que a Guerra Preemptiva é aceite, mesmo que justificada posteriormente, e, dessa forma, contribui para a consolidação do relacionamento entre Estados e para a neutralização de ameaças que de outra forma poderiam causar danos maiores. Este trabalho, através da compreensão da Guerra por antecipação e das suas implicações no novo ambiente internacional, visa contribuir e proporcionar melhores condições para o apoio à decisão, face à inserção de Portugal em várias Organizações Internacionais que nas suas Estratégias, defendem a antecipação, como alicerce para a obtenção do objectivo que é a segurança mundial. Abstract: This study used the method of social science research recommended by Raymond Quivy and Luc Van Campenhoudt (1992), in order to determine the problem under analysis, embodied in the central question "In what way the doctrine of preemptive and preventive wars affect the system International?” The approach of this study consisted in the conceptualization and systematization of three key research themes: the concept of preventive and preemptive war, the question of legality under international law, and the contributions of technology in clarifying the boundary between preventive and preemptive war. Subsequently to the Preemptive and Preventive war analysis, and taking in consideration the International System new players –especially the terrorist groups - indentifying their differences, legality and implications in international relations, making clear that any action must be executed in a cooperative way, that is to say, by anticipation, bud duly legalized according to the Public International Law. The analysis is complete with the technological advances contributions in order to clarify the boundary between Preemptive and Preventive war, enhancing that such contributions are essential. However, they must be complemented with an intelligence system. This paper, throughout the comprehension of war by anticipation and its implications in the new international environment, contributes and provides better conditions to the decision support, given the Portuguese membership in several international organizations, which defend in their strategic direction, the anticipation as a milestone to achieve the objective of worldwide security. | pt_PT |
