A cooperação está inexoravelmente ligada ao binómio desenvolvimento e segurança pois sem segurança, o desenvolvimento é inexistente.
Com o advento de uma nova ordem internacional, que despontaria com a queda do muro de Berlim, as agendas internacionais começaram a incluir o continente africano, tendo-se rapidamente chegado à conclusão que seria necessário um grande esforço para edificar Estados viáveis, dotados de regras e mecanismos que permitissem a construção de uma paz duradoura como factor de desenvolvimento sustentado.
No caso nacional, e desde a independência dos Países Africanos de Língua Oficial Portuguesa (PALOP) em 1975, promoveram-se várias iniciativas de cooperação bilateral, com especial incidência na Cooperação Técnico-Militar (CTM), cujos resultados obtidos nem sempre foram os esperados, além de carecerem de uma coordenação política adequada, tendo em vista a convergência para um mesmo objectivo. Ciente deste facto, o Estado Português desenvolveu um conjunto de documentação estruturante que permitiu o enquadramento político e estratégico para a cooperação em Portugal.
Foi neste contexto que, com o presente trabalho, nos propomos identificar as prioridades, linhas de orientação e estratégias que deverão “nortear” a CTM com os PALOP para que, em articulação com os diversos sectores da sociedade civil, se contribua para os objectivos da Política Externa do Estado. Para tal, caracterizamos o quadro enformador da cooperação nacional, identificando os actores internos mais importantes para a sua prossecução, analisamos o edifício formal da CTM, estudando os objectivos e os vectores de actuação que se encontram definidos (bilateral, trilateral, multilateral e CPLP) e caracterizamos o modo como aqueles se articulam com os actores mais relevantes. Após esta fase, deduzimos os objectivos prioritários e as linhas de orientação que julgamos deverem orientar a CTM, para que, em articulação com sectores da sociedade civil, se constitua um efectivo vector da Política Externa do Estado. Finalmente, recorrendo a um modelo de análise SWOT, identificamos as estratégias para a CTM na vertente operacional, genética e estrutural.
Na conclusão do trabalho, revemos o processo seguido para chegar aos resultados obtidos e sumariamos as prioridades, linhas de acção e estratégias identificadas. Terminamos, recomendando que, futuramente, sejam aprofundados os estudos relativos às modalidades de acção da CTM com a sociedade civil, especificando os projectos e os parceiros para os concretizar, e que a articulação entre Direcção-Geral de Política de Defesa Nacional do Ministério da Defesa Nacional (MDN/DGPDN) e o Instituto Português de Apoio ao Desenvolvimento do Ministério dos Negócios Estrangeiros (MNE/IPAD) seja reformulada de modo a dar mais coerência e eficiência a todo o processo, contribuindo para que a CTM ganhe uma nova e ampla dimensão, concorrendo, assim, para a missão da Cooperação Portuguesa e da Política Externa do Estado. With the dawn of a new international order, which became inevitable after the fall of the Berlin Wall, African issues often emerged in international organizations agendas, swiftly leading to the conclusion that it would demand a great deal of effort to build up viable African States, provided with rules and mechanisms which would enable the establishment of an enduring peace as a foundation for sustainable development.
In the case of Portugal, and since the independence of the Portuguese Official Language African Countries (PALOP) in 1975, several bilateral cooperation initiatives have been put forward, namely within the military-technical domain (CTM), whose results sometimes lagged the expectations and frequently missed a suitable political coordination in order to converge to a common goal. Aware of this fact, the Portuguese Government developed a set of policy documentation, hence creating the political and strategic framework of the Portuguese cooperation.
Within this context, this research paper aims to identify the priorities, the guidelines and the strategies which must steer the CTM with the PALOP in order to support attaining the Portuguese Foreign Policy goals, in association with the appropriate sectors of the civil society. For this purpose, we analyze the national cooperation framework, identify its relevant players and study the officially defined objectives and key courses of action (bilateral, trilateral, multilateral and CPLP), aiming to understand how the later interact with the most significant actors. After this stage, we infer the priorities and the guiding principles, which we think should steer the CTM, in order to achieve the nationally established goals, together with some sectors of the civil society. Finally, using the SWOT analysis method, we realize the strategies for the CTM in its operational, genetic and structural components.
In the conclusion of the paper we review the process which lead us to the achieved outcome, summarize the identified priorities, guidelines and strategies for the CTM, and recommend that additional studies be made aiming to further specify projects and suitable civil society partners to work together with the CTM. We also advice that a transformation be performed in the processes by which the Ministry of Defense Directorate in charge of CTM (MDN/DGPDN) interacts with its corresponding department of the Ministry of Foreign Affairs (MNE/IPAD), in charge of the overall coordination of the Portuguese cooperation, in order to make the whole process more coherent and efficient, thus contributing for a new and broader dimension for the CTM, for the Portuguese cooperation in general and, more importantly, for the aim of Portugal’s Foreign Policy.
