A presente investigação teve como finalidade identificar contributos para a atualização
do modelo de serviço militar, na categoria de Praças, no quadro das alterações introduzidas
pelo Regime de Contrato Especial e pelo Quadro Permanente.
Através de uma abordagem metodológica assente no raciocínio indutivo, suportada
por uma estratégia qualitativa e pelo método do estudo de caso, foi realizada uma análise aos
modelos adotados pelos Exércitos português e espanhol, incidindo sobre as dimensões do
recrutamento, da retenção e da reinserção.
Os resultados evidenciaram que o modelo português apresenta limitações no que
respeita à atratividade, especialmente nos regimes de contrato, contrastando com a elevada
atratividade do Quadro Permanente. Verificou-se, ainda, a necessidade de introduzir
melhorias nos domínios do recrutamento, retenção e reinserção.
O modelo espanhol demonstrou maior consolidação, destacando-se boas práticas em
matéria de atratividade, retenção e reinserção, cujos elementos, devidamente adaptados,
podem contribuir para a atualização do modelo de serviço militar português.
A partir da análise efetuada, foram apresentadas recomendações para a atualização do
modelo de serviço militar português, que incluem a avaliação da implementação dos
contratos de longa duração, a revisão dos processos de recrutamento, a implementação de
medidas de retenção e o reforço das medidas de reinserção.
This research aims to identify contributions towards the update of the Military Service Model for the enlisted personnel category, considering the changes introduced by the Special Contract Regime and the Permanent Staff Framework applicable to this category. Adopting a methodological approach based on inductive thinking, supported by a qualitative research strategy and the case study method, a comparative analysis was carried out between the models employed by the Portuguese and the Spanish Army, focusing on the recruitment, retention and reintegration dimensions. The findings reveal that the Portuguese model shows limitations in terms of attractiveness, particularly regarding contractual service, contrasting with the high attractiveness of the Permanent Staff Framework. The study also identified the need to implement improvements across the recruitment, retention and reintegration domains. The Spanish model demonstrated a higher level of consolidation, with noteworthy, good practices concerning attractiveness, retention, and reintegration, whose elements — if properly adapted — may contribute to the update of the Portuguese Military Service Model. Based on the analysis conducted, recommendations were suggested for the update of the Portuguese Military Service Model, including, the assessment of the implementation of long-term contracts, the revision of the recruitment process, the implementation of retention enhancing measures and the strengthening of reintegration support mechanisms.
