Abstract(s)
O objetivo da presente investigação é analisar as tarefas que as Forças Armadas
desenvolvem em matéria de segurança energética nacional, propondo contributos para
otimizar a sua ação.
Considerando que a energia é fundamental para o funcionamento dos Estados, sendo
atualmente considerada uma questão de soberania nacional, analisou-se quais as ações que
as Forças Armadas desenvolvem com a finalidade de contribuir para a segurança energética
nacional.
Para o efeito, foi conduzida uma investigação baseada num raciocínio indutivo,
apoiada numa estratégia de investigação qualitativa e num desenho de pesquisa de estudo de
caso, utilizando como técnicas de recolha de dados, a análise documental e entrevistas
semiestruturadas.
No desenvolvimento do trabalho de investigação iniciou-se o estudo caracterizando o
panorama energético nacional e as ameaças e riscos à segurança energética nacional, com
destaque para os que podem ser mitigados pela ação das Forças Armadas. Seguidamente,
foram analisadas as ações que a Forças Armadas desenvolvem com a finalidade de mitigar
as ameaças e riscos, contribuindo, assim, para a segurança energética nacional.
Como corolário do trabalho foram apresentados um conjunto de contributos destinados
a otimizar a ação das Forças Armadas, em matéria da segurança energética nacional.
This research aims to analyze the tasks performed by the Armed Forces on national energy security, presenting contributions to optimize its action. Considering that energy is fundamental for the functioning of states, being currently considered a question of national sovereignty, an analysis was carried out on the actions developed by the Armed Forces seeking for its contribution to national energy security. For this purpose, a research was made based on intuitive reasoning supported on a qualitative research strategy and on a case study development, using data collection techniques, documents analysis and semi-structured interviews. For the development of the research work, a study was initiated characterizing the national energy situation, stressing out the shortfalls that may be mitigated by the action of the Armed Forces. Furthermore, an analysis was carried out on the actions developed by the Armed Forces to mitigate threats and risks, thus contributing to national energy security. As corollary of the work, a set of contributions were presented, destined to optimize the action of the Armed Forces on matter of national energy security.
