A empresarialização do Arsenal do Alfeite veio trazer não só novos desafios à
Arsenal do Alfeite SA mas também à Marinha.
A Arsenal do Alfeite SA ao longo dos anos deparou-se com problemas que
motivaram diversas alterações da sua organização. Nos últimos anos a sua
empresarialização, fruto da situação e conjuntura financeira estatal, foi imperativo e
necessário torná-lo num estaleiro produtivo e competitivo. Assim em 01 de Setembro de
2009, concretizou-se a transformação em sociedade anónima.
O período de transição foi relativamente pacífico, e não existiram quebras na
produção, nem prejuízos em prazos para a Marinha. No entanto verifica-se que o trabalho
em alguns sectores da Direcção de Navios aumentou significativamente face aos recursos
humanos disponíveis.
Como em qualquer processo de transição com a empresarialização registaram-se
alterações positivas e negativas. Assim espera-se que a Arsenal do Alfeite SA consiga
responder às necessidades de manutenção, especialmente dos novos e recentes navios
novos meios da Marinha e mantenha a dos antigos navios. Contudo, com a centralização
total da manutenção da Marinha na Arsenal do Alfeite SA, começará a existir um maior
número de empresas intermediárias para serviços que o estaleiro não proporcionar. Esta
situação irá encarecer os trabalhos, a acrescer à já notada inflação da mão de obra.
De forma a minimizar futuros impactos no funcionamento da Marinha a Direcção
de Navios terá de se adaptar à nova realidade e criar um modelo de organização que
rentabilize os seus recursos.
Como empresa pública, a alteração sofrida pelo estaleiro naval é comparável às
OGMA, que só actualmente se tornou verdadeiramente competitiva após compra da
maioria dos seus capitais pela Embraer.
A Arsenal do Alfeite SA tem neste momento os meios para se tornar um estaleiro
com projecção nacional e internacional, contudo a chave do seu sucesso vai depender do
seu desempenho nos mercados empresariais e das sinergias criadas e mantidas com a
Marinha. Abstract: The enterprise of the Arsenal of Alfeite came to bring new challenges not only to
Arsenal of Alfeite SA as well as the Navy.
To Arsenal of Alfeite SA it was along the years white of problems that led to several
alterations of it organization. In the last years the enterprise, face to it situation and the
state financial conjuncture, was imperative and was necessary to turn it in a productive and
competitive shipyard. Like this on September 01, 2009 the transformation was rendered for
anonymous society.
The transition period was relatively peaceful, and breaks didn't exist in the
production, nor damages in the milestones for the Navy. However it is verified that the
work in some cabinet of Ships Direction increased face significantly to the available
human resources.
With the enterprise positive and negative alterations existed. It is waited like this that
the Arsenal of Alfeite SA gets to answer to the needs of maintenance of the new means of
the Navy and maintain the one of the old ships. However, with the total centralization of
the maintenance of the Navy in the Arsenal of Alfeite SA, it will begin to exist a larger
number of intermediate companies for services that the shipyard doesn't accomplish. This
situation will endear the works, to add to the already noticed inflation of the work hand.
In way to minimize futures impacts in the operation of the Navy of Ships Direction
will be had to adapt to the new reality and to create a new organization model that increase
it capacity.
As public company, the suffered alteration for the naval shipyard is comparable to
OGMA, that only became truly competitive after purchase of most of their capitals for
Embraer.
Arsenal of Alfeite SA has the means to turn to a shipyard with national and
international projection, everything will depend on it acting in the business markets and of
the created and maintained synergies with the Navy.
