| dc.description.abstract | O objectivo deste trabalho centrou-se na pesquisa das limitações e/ou constrangimentos ao desempenho do Sistema de Inspecção da Força Aérea (SIFA), mais concretamente nas relativas às Inspecções Globais (IG), executadas pela Inspecção Geral de Força Aérea (IGFA), com vista à posterior recomendação das medidas correctivas mais adequadas a implementar. Sustentado na missão do SIFA, IGFA e na metodologia científica de investigação em ciências sociais de Raymond Quivy e Luc Van Campenhoudt, abordámos os processos aplicados na análise dos múltiplos parâmetros para detectar os factores adversos ao desempenho da IGFA (organização, recursos humanos, qualificação, documentação e sistema de informação). A pesquisa de informação teve por base a legislação da Força Aérea (FA) enquadrante da IGFA e do SIFA e entrevistas a militares que actualmente desempenham funções chave no SIFA, concretamente na IGFA, na Direcção de Comunicação e Sistemas de Informação (DCSI), Direcção de Instrução (DINST) e na Direcção de Manutenção dos Sistemas de Armas (DMSA). Após a fase exploratória, onde se realizou a pesquisa bibliográfica e normativa, construiu-se um quadro conceptual, relacionando conceitos considerados essenciais a indicadores concretos mais relevantes e a percepcionar, tendo em atenção as suas dimensões e variáveis. Posteriormente formulou-se a pergunta de partida, a partir da qual se consideraram três perguntas derivadas e seis hipóteses. Seguidamente prepararam-se e realizaram-se entrevistas a militares no desempenho actual de funções chave no sistema de inspecção. Da análise das entrevistas retiraram-se os indicadores objectivos, destinados a verificar a validação das hipóteses previamente consideradas e, alicerçados nestas, respondemos às perguntas derivadas e à pergunta de partida. As conclusões obtidas permitiram-nos identificar, de modo fundamentado, as actuais limitações, constrangimentos e propor recomendações. Abstract: The aim of this work is focused on the search of limitations and/or constraints to the performance of the inspection system of the Air Force (SIFA), specifically to the Global Inspection (IG), implemented by the General Inspectorate of Air Force (IGFA). Considering this, this work tries to find recommendations of corrective measures based on the mission of SIFA, IGFA and the scientific methodology of research in social sciences of Raymond Quivy and Luc Van Campenhoudt. It discussed the procedures applied in the analysis of multiple parameters to detect the factors that are adverse to the performance of IGFA (organization, human resources, skills, documentation and information). The researched data was derived from Air Force regulation and interviews with key elements directly responsible for the SIFA, particularly those assigned to functions within the Directorate of Communication and Information Systems (DCSI), the Instruction Directorate (DINST), the Directorate of Weapons Systems and Maintenance (DMSA), and in the IGFA. After the exploratory phase, where a literature review was conducted and regulations analyzed, a conceptual framework was built up linking the considered most relevant key concepts. Then indicators and perceptions were taken into account in the dimensions and variables. Later the starting question was created, three questions derived from it and six hypotheses were considered. There where interviews with military personnel in key functions in the current inspection system. The analyses of the interviews resulted in objective indicators used to verify the validation of the previously considered concepts and to test these assumptions. Based on the results, the questions were considered and the findings have enabled us to respond to the initial question, as well as recommendations, that consider the limitations, constraints and corrective measures to implement. | pt_PT |
