Abstract(s)
A presente investigação tem como principal objetivo contribuir para um modelo integrado dos Serviços de Informações da República Portuguesa, no contexto atual, focando um dos seus pilares: as Informações Militares. Deste objetivo resulta a questão central desta investigação que é: qual deverá ser o papel dos Serviços de Informações Militares (SIM) no início do Século XXI no contexto Português.
Após a revisão da literatura, naturalmente focada nos SIM, em particular os dos Estados Unidos da América, Reino Unido, França e Holanda, foi possível, com base numa aproximação organicista/sistémica, construir um modelo de referência com quatro dimensões para um SIM de matriz democrática e ocidental: a finalidade, ou fins deste tipo de serviços; a modalidade, ou forma como operam; a direccionalidade, ou campo de pesquisa; e a integrabilidade, ou forma como se integram na comunidade de informações. A partir dessas quatro dimensões deduziram-se componentes e indicadores que completaram e densificaram o modelo de referência.
Procedeu-se então, à validação da adequabilidade a Portugal do modelo de referência, através de inquéritos a 60 militares dos três ramos e a seis deputados da Comissão de Defesa Nacional. Comparou-se ainda, a prática do Centro de Informações e Segurança Militar, com o modelo de referência, por forma a apurar as diferenças significativas e o actual estado deste serviço. Os militares que participaram no inquérito, enquanto amostra, representam o escalão superior de comando das Forças Armadas e os deputados o poder político.
Os resultados obtidos permitiram validar o modelo de referência, com algumas divergências dos deputados nas zonas de fronteira entre segurança interna vs externa, o foro policial vs militar e no âmbito estratégico do SIM. Constatou-se ainda que o CISMIL se encontra, na sua prática, consideravelmente desfasado do modelo de referência. Concluiu-se ainda: da adequabilidade do modelo de referência a Portugal; da necessidade de operar uma transformação significativa no CISMIL de modo a colocá-lo a par dos SIM dos países analisados; da criticidade da definição do papel do Chefe de Estado-Maior General da Forças Armadas na definição do âmbito de actuação do CISMIL; da necessidade de este serviço realizar operações encobertas; e que, decorridos 38 anos sobre a revolução de Abril, ainda hoje se fazem sentir os fantasmas e os complexos do passado o que tem prejudicado a eficácia dos Serviços de Informações e em particular do SIM. Abstract: The main objective of the present investigation is to contribute to an integrated model of the Intelligence Services of the Portuguese Republic, in the current context, focusing on one of its pillars: the Military Intelligence. From this main objective, results the central question of this research, which is: what should the role of the Military Intelligence (MI) be at the beginning of the XXI century in the Portuguese context.
After reviewing the literature, which was naturally focused on the MI, and particularly on those of the United States, United Kingdom, France and Holland, it was possible, based on an organic / systemic approach, to build a reference model with four dimensions based on a Western and democratic framework. These four dimensions were: the purpose (or purposes) of such services, the way, (or how they operate), the direction, (or field of research) and integration (or how they integrate) into the intelligence community. From these four dimensions, several components and indicators were deduced, which completed and solidified the reference model.
The validation of the reference model for Portugal was performed by means of a questionnaire which was given to 60 elements of the three military branches of the armed forces who represent a sample of the upper echelon of command, and to six members of parliament (MPs) of the National Defence Committee. We also compared the practice of the Center for Military Intelligence and Security (CISMIL), with the reference model in order to determine significant differences and the current status of this service.
The results supported the validation of the reference model, with some differences in the answers of the MPs with regard to border areas between internal vs. external security, the police vs. military forum and the strategic framework of the MI. It was further observed that the CISMIL is, in practice, considerably offset from the reference model. The main conclusions therefore were that: the reference model is suitable for Portugal; there is a need to carry out significant changes in CISMIL in order to place it at the same level of the MIs of the countries analyzed; the role of the General Chief of Staff of the Armed Forces is critical in defining the scope of action of the CISMIL; there is a need for the MI to perform covert operations; and finally, that 38 years after the April revolution, the ghosts and the complexes of the past are still felt, and these have undermined the effectiveness of the Information Services and in particular those of the MI.
