O Emprego da Artilharia de Campanha Portuguesa nas Operações de Resposta a Crises. Uma proposta para o Exército Português

O presente tema insere-se no contexto da Defesa., nomeadamente nas Operações
de Resposta a Crises. A participação e Portugal com Forças Nacionais Destacadas ou inseridas das NATO RESPONSE FORCES, no âmbito do cumprimento das satisfações dos
compromissos internacionais tornou-se uma realidade comum para as Forças Armadas.
Pertencendo à OTAN, muitas das operações que têm sido desenvolvidas nos últimos tempos são no âmbito da Operações de Apoio à Paz. Da tipologia de forças, do ramo do Exército, que são enviadas inseridas em FND não existe a participação da Artilharia de Campanha. O estudo aqui feito orienta-se para a busca de uma resposta do porquê da não participação da Artilharia de Campanha Portuguesa nestas Operações.
Em uma primeira parte do trabalho, fez-se uma contextualização do que são as
Operações de Resposta a Crises e as suas características, bem como a descrição das forças que as realizam.
Seguidamente numa segunda parte, analisou-se o contexto do Novo Ambiente
Operacional e a Aplicabilidade da Artilharia de Campanha neste, principalmente no combate
em áreas urbanas, constando a grande problemática que é actuar nestas áreas mas concluindo-se que existe espaço para o seu emprego.
Na terceira parte, desenvolveu-se a análise sobre as novas missões das Forças Armadas e fez-se um estudo a participação de Portugal em um determinado período de tempo e integradas em FND ou NRF, constatando-se que a Artilharia de Campanha nunca participou em missões fora do Território Nacional.
Por fim o a análise de estudo incidiu sobre a NRF14, na qual está inserida uma unidade de Artilharia procurando saber qual a aplicabilidade para esta força nas Operações de Apoio à Paz que fazem parte de uma das sete missões das NRF.
A conclusão final atingiu-se através das respostas parciais dadas em cada capítulo, onde se pode confirma a possibilidade de a Artilharia de Campanha ser aplicada em Operações de Apoio à Paz.
Abstract The present theme refers to defense, in particular to the Crises Response Operation. The participation of Portugal in national forces in the context of NATO RESPONSE FORCES, in a way of satisfying international agreements became a common reality for the armed forces. Being part of OTAN, most of this operations witch have been developed in the past years are basically Peace Support Operation. Among the typology of forces, in the army, that have been sent and inserted in FND, the participation of Field Artillery does not exist. The present study is a search for an answer of the inexistent participation of the Portuguese Field Artillery in these operations. In the first part of this work it was referred about the contextualization of the crises operation and their character, as well as de the description of the forces that take place in this context. The second part is about the analysis of the new operational environment and its context and the application of the Field Artillery, specially the combat in urban areas that brings the figthing problem in this areas and the existing space for the practice. In the thirth part, the analysis is about the new missions of the armed forces that is related to the participation of Portugal in a short period of time, and being part of FND or NRF. Field Artillery does not been evolved in any kind of mission out of the national territory. At the end of the work the present analysis had been focus to the NRF14 which is insert in a artillery unity, searching for the applicability of these forces in the Peace Support operation, that make part of one of the seven missions of the NRF The final conclusion has been reached by means of partial answers given in each chapter, where can be confirmed the possibility of Field Artillery, be implemented in Peace Support Operations
