Abstract(s)
A implementação de modelos mais participativos de governança do turismo é uma das
demandas do turismo sustentável. O engajamento dos stakeholders no planejamento e
na gestão do turismo promove a descentralização e a democratização do processo de
tomada de decisão, além do compartilhamento de responsabilidades pelos impactos do
turismo. A participação pública na governança do turismo pode ocorrer através de
diversos arranjos institucionais. Este trabalho se concentra no estado brasileiro de Mato
Grosso e no Conselho Estadual de Desenvolvimento do Turismo, órgão colegiado
consultivo, propositivo e deliberativo, composto por representantes de instituições
públicas e privadas, na mesma proporção. A pesquisa se propõe a responder qual é a
contribuição do Conselho Estadual de Desenvolvimento do Turismo para tornar a gestão
da atividade turística mais participativa no estado. Para tal, foram consultados
documentos oficiais relevantes para a investigação, analisadas as atas das reuniões do
conselho e realizadas entrevistas com conselheiros. Os métodos empregados
permitiram identificar que o conselho contribui em parte para uma governança mais
participativa do turismo em Mato Grosso. Se, por um lado, ele proporciona o ambiente
para o debate de pautas relacionadas ao desenvolvimento da atividade, por outro,
foram encontradas algumas fragilidades que comprometem a efetiva participação
pública, como o protagonismo de alguns poucos atores, deficiências na disseminação e
compartilhamento de informações e ausência de representações de segmentos
importantes da sociedade.
The implementation of more participatory models of tourism governance is one of the demands of sustainable tourism. Stakeholder engagement in tourism planning and management promotes the decentralization and democratization of the decision making process and the sharing of responsibilities for the impacts of tourism. Public participation in tourism governance can occur through a variety of institutional arrangements. This work focuses on the brazilian state of Mato Grosso and on the state council for tourism – Conselho Estadual de Desenvolvimento do Turismo (CEDTUR) - a consultative, propositional and deliberative collective institution, composed of representatives of public and private institutions, in the same proportion. The research proposes to answer what is the contribution of CEDTUR to make the management of tourism more participatory in the state. To this end, relevant official documents were consulted, the council meeting minutes were analysed and interviews were conducted with councillors. The methods employed allowed identifying that the council contributes partially to a more participatory governance of tourism in Mato Grosso. If, on the one hand, it provides the atmosphere for the debate of tourism development related matters, on the other hand, some weaknesses that compromise effective public participation were found, such as the protagonism of a small group of actors, deficiencies in the dissemination and sharing of information and absence of representation of important sections of society.
