A Guarda Nacional Republicana, nas suas diversas áreas de atuação, desenvolve competências específicas e cada vez mais especializadas, com o intento de uma resposta profissional e profícua à população, com o desiderato de contribuir para um país cada vez mais seguro.
Uma das áreas de especialização que tem merecido maior atenção é a investigação de matérias relacionadas com a violência contra mulheres e menores, pessoas idosas, pessoas portadoras de deficiência e outros grupos específicos de vítimas.
No intuito de uma constante valorização dos recursos humanos alocados a cada área de atuação, a presente investigação propõe-se à prossecução do objetivo de apreciar a progressão na carreira de militares especialistas em Investigação e Apoio a Vítimas Específicas, na Guarda Nacional Republicana, atendendo à sua formação e ao retorno institucional na subespecialização.
O presente estudo assenta num processo metodológico, alicerçado no raciocínio dedutivo, através de uma estratégia de investigação mista com recurso à análise documental, aplicação de inquéritos por questionário e entrevistas, sustentado num estudo de caso como desenho de pesquisa.
Com a presente investigação concluiu-se que existem constrangimentos na progressão na carreira de militares especialistas na área estudada, que se repercutem diretamente no retorno institucional decorrente do investimento inerente à sua formação.
The Portuguese Guarda Nacional Republicana, is in its various areas of activity, developing specific and increasingly specialized capabilities, with the intention of providing more professional and effective response to the population, with the larger goal of contributing to an increasingly safer environment. One of the areas of specialization that has received greater attention is the investigation of subjects related to violence against women and minors, the elderly, people with disabilities and other specific groups of victims. With the aim of constantly improving the human resources in each area of activity, the present investigation has the objective of appreciating the career progression of military specialists in Investigation and Support to Specific Victims, in the Guarda Nacional Republicana, considering their training and institutional feedback in this subspecialization. The methodological process of this study is based on deductive reasoning, through a mixed research strategy using document analysis, application of questionnaire surveys and interviews, supported by a case study as a research design. With the present investigation, it was concluded that there are constraints in the career progression of military specialists in the studied area, which have direct repercussions on the institutional return resulting from the inherent investment in their training.
