Rentabilização das infraestruturas dos Ramos numa ótica de gestão e comando conjunto dos meios

| dc.description.abstract | Este trabalho pretende apresentar se é possível e de que forma se podem rentabilizar as infraestruturas existentes nas Forças Armadas (FFAA), tendo em vista a gestão e o comando conjunto dos meios. Este é efetivamente um tema que se encontra na ordem do dia, não apenas devido à atual conjuntura económica, mas também devido às sinergias resultantes desse processo de rentabilização, nomeadamente no desenvolvimento de uma cultura de utilização conjunta dos meios existentes nas FFAA. A investigação foi conduzida de modo a identificar inicialmente quais as infraestruturas que podem ser colocadas num mesmo local, após o que se procurou verificar se essa concentração contribui por um lado para a gestão e, por outro, para o comando conjunto dos meios das FFAA. Prosseguiu-se com uma análise empírica em outros países da Europa, designadamente em Espanha, França e Reino Unido, baseada no estudo de reformas em curso, tendo em vista a rentabilização das infraestruturas das suas FFAA, que permitiu inferir a existência de bons exemplos a nível internacional, os quais se utilizaram para deduzir algumas das propostas apresentadas após as conclusões. O percurso metodológico adoptado assentou numa pesquisa bibliográfica e documental, bem como na realização de uma entrevista de natureza exploratória, ao que se seguiu uma observação documental e a execução de entrevistas formais, com a finalidade de recolher opiniões dos diferentes Ramos referentes ao objeto de estudo e a sua posterior comparação, de modo a identificar posições comuns entre as várias entidades entrevistadas. A metodologia de investigação utilizada, que reflecte o percurso metodológico referido, foi a do método científico de Raymond Quivy e Luc van Campenhoudt, com recurso ao modelo hipotético-dedutivo. Como principal resultado deste estudo podemos eleger a conclusão de que a colocalização de infraestruturas dos Ramos permite a sua rentabilização numa ótica de gestão e comando conjunto dos meios, na medida em que permite uma afetação mais eficaz das mesmas, originando uma capacidade excedente que poderá ser disponibilizada e assim rentabilizada através da Lei de Programação de Infraestruturas Militares (LPIM). No sentido de que a investigação realizada tenha algum resultado prático, além das conclusões inferidas, propomos a implementação de algumas medidas para a concretização e melhoria do processo de rentabilização das infraestruturas das FFAA, no quadro legal decorrente do Conceito Estratégico de Defesa Nacional (CEDN) e da Diretiva Ministerial de Defesa Militar (DMDM) vigentes. Abstract: This study intends to present the possibility and how can the existing infrastructure be capitalized in the Portuguese Armed Forces (AAFF) in order to allow the management and joint command of all the assets. This is actually a topic that is on the daily agenda, not only due to the current economic situation but also because of the synergies resulting from this capitalization process, namely in the development of a culture of a joint use´s culture of existing resources in the Portuguese AAFF. The investigation was conducted in order to identify initially which infrastructure can be placed in a single location, after which it was examined whether the concentration can in one way, to contribute to the management and, in other way, to the joint command of all the assets of the Portuguese AAFF. Followed by an empirical analysis in other European countries, namely Spain, France and United Kingdom, based on the study of the ongoing reforms in order to the capitalization of the infrastructure of their AAFF which allowed us to conclude that there are good international examples, which were used to deduce some of the proposals presented after the conclusions. The adopted methodological approach was based on a bibliographical and documentary research, as well as in an exploratory interview, which was followed by a documental observation and execution of formal interviews. This procedure was conducted with the purpose of obtaining opinions from the different Branches about the aim of study and its subsequent comparison, in order to identify common positions among the various entities interviewed. The research methodology used, which reflects the methodological approach referred, was the scientific method of Raymond and Luc van Quivy Campenhoudt, with the use of the hypothetical-deductive model. As the main result of this study we can elect the conclusion that the co-localization of Branches infrastructure enables the capitalization of all the resources in terms of management and joint command, as it allows a more effective affectation of these infrastructures, yielding a capacity exceeding that may be available and thus made profitable through the “Lei de Programação de Infraestruturas Militares (LPIM)”. With the intention of the carried out investigation having some practical results, in addition to the conclusions inferred, we propose the implementation of some measures for the achievement and improvement of the process of capitalizing the infrastructure of the Portuguese AAFF, in the legal framework resulting from the current “Conceito Estratégico de Defesa Nacional (CEDN)” and from the current “Diretiva Ministerial de Defesa Militar (DMDM)”. | pt_PT |
