Abstract(s)
A participação do Exército em missões da Organização das Nações Unidas e da Organização do Tratado do Atlântico Norte, com integração das Forças Nacionais Destacadas, fomenta o fortalecimento de capacidades logísticas necessárias num Teatro de Operações, sendo que algumas remetem para decisões de externalização.
O objetivo da investigação é propor um framework de análise às modalidades de apoio logístico mais adequadas a um Teatro de Operações.
Durante a investigação optou-se por uma metodologia sustentada num raciocínio indutivo, assente numa estratégia de investigação mista, adotando como desenho de pesquisa o estudo de caso.
Dos resultados obtidos, conclui-se que no Teatro de Operações do Afeganistão a externalização, demonstrou ser uma solução com bons resultados e enormes vantagens. No Teatro de Operações da República Centro Africana, apesar das dificuldades inerentes à projeção de capacidades logísticas próprias e ao emprego de mais recursos, é importante manter a autonomia e independência.
Como principal resultado da investigação, propõe-se um equilíbrio entre a externalização e a manutenção de capacidades logísticas necessárias em Teatros de Operações, privilegiando a externalização na função logística serviços e a manutenção de capacidades nas funções logísticas reabastecimento, manutenção e apoio sanitário, podendo recorrer-se à externalização como fonte subsidiária de apoio.
The Army's participation in United Nations and North Atlantic Treaty Organisation missions, with the integration of deployed national forces, promotes the strengthening of logistical capabilities required in a Theatre of Operations, some of which refer to outsourcing decisions. The aim of this research is to propose a framework for the analysis of the most appropriate logistics support modalities for a Theatre of Operations. In this study, a methodology based on inductive reasoning was chosen, based on a mixed research strategy, adopting the case study as the research design. The results show that outsourcing in the theatre of operations in Afghanistan proved to be a solution with good results and enormous advantages. In the Central African Republic Theatre of Operations, despite the difficulties inherent to the projection of own logistical capabilities and the employment of more resources, it is important to maintain autonomy and independence. As a main result of the research, a balance between outsourcing and the maintenance of logistical capabilities required in theatres of operations is proposed, favouring outsourcing in the logistical services function and the maintenance of capabilities in the logistical functions of resupply, maintenance and health support, with the possibility of resorting to outsourcing as a subsidiary source of support.
