Abstract(s)
O objetivo geral desta investigação é averiguar o impacto da Gestão de Carreiras na satisfação profissional dos oficiais e sargentos dos Quadros Permanentes do Exército Português. Através de um raciocínio abdutivo, e uma metodologia mista, foi elaborada a análise quantitativa com recurso aos inquéritos por questionário aos Oficiais e Sargentos do Quadro Permanente do Exército Português com uma amostra de 256 militares e inquéritos por entrevista a entidades responsáveis pelo planeamento e coordenação das práticas de Recursos Humanos, incluindo chefes de repartições e divisões, bem como técnicos superiores que atuam na área de Desenvolvimento de Carreiras.
Este estudo permitiu analisar o grau de satisfação dos oficiais e sargentos do Exército Português em relação à gestão de suas carreiras. Com base na análise realizada, conclui-se que o nível de satisfação varia de acordo com diferentes fatores analisados, tais como supervisão, natureza do trabalho, promoção, recompensas contingentes, condições operativas, comunicação e pagamento. Também foram identificados fatores que influenciam negativamente a satisfação dos militares, como o desenvolvimento de uma cultura organizacional, o investimento pessoal associado ao abandono da organização e a ligação emocional com a instituição. Além disso, observaram-se diferenças significativas na satisfação entre oficiais e sargentos, com menor satisfação registada nos sargentos em relação à promoção, recompensas contingentes e valorização das condições operativas.
Tendo em vista os resultados apurados, foram destacadas algumas medidas que poderiam ser adotadas para melhorar a satisfação dos militares, nomeadamente maior envolvimento dos militares na gestão de suas próprias carreiras, a implementação da gestão por competências e descrição funcional, a transformação digital para otimizar processos e melhorar a comunicação, bem como a implementação de incentivos e benefícios sociais para promover a satisfação geral dos militares.
he purpose of this research is to investigate the impact of Career Management on the job satisfaction of officers and sergeants of the of the Permanent Staff of the Portuguese Army. Through an abductive reasoning, the quantitative analysis was carried out using questionnaire surveys to the Officers and sergeants of the of the Permanent Staff of the Portuguese Army with a sample of 256 military personnel and interview surveys to the entities responsible for the planning and coordination of Human Resources practices, including Heads of Departments and Divisions, as well as senior technicians working in the area of Career Development. This study analysed the degree of satisfaction of officers and sergeants of the Portuguese Army regarding their career management. Based on the analysis carried out, it is concluded that the level of satisfaction varies according to different factors analysed, such as supervision, nature of work, promotion, contingent rewards, operative conditions, communication and pay. Factors that negatively influence the satisfaction of military personnel were also identified, such as the development of an organisational culture, the personal investment associated with leaving the organisation and the emotional attachment to the institution. Furthermore, significant differences were observed in satisfaction between officers and sergeants, with less satisfaction registered in sergeants regarding promotion, contingent rewards and valorisation of operative conditions. In view of the survey results, some measures that could be adopted to improve the satisfaction of the military were highlighted, namely greater involvement of the military in the management of their own careers, the implementation of management by competencies and functional description, digital transformation to optimise processes and improve communication, as well as the implementation of incentives and social benefits to promote the overall satisfaction of the military.
