A desmaterialização dos processos na contratação pública no Exército Português vem
ganhando especial relevância, como parte integrante da sua modernização, na procura por
uma maior transparência e eficiência das suas compras públicas, reforçando a utilização de
meios eletrônicos em todas as fases da formação do contrato, desde a preparação até à sua
execução, promovendo a desmaterialização e a simplificação dos procedimentos.
Assim, entendeu-se identificar os contributos para otimizar a desmaterialização de
processos na contratação pública no Exército Português.
Para tal, adotou-se uma metodologia de raciocínio indutivo, assente numa estratégia
de investigação qualitativa e num desenho de estudo de caso.
A pesquisa efetuada permitiu concluir que o projeto de desmaterialização de processos
na contratação pública é um processo longo e o seu sucesso encontra-se maioritariamente
condicionado aos fatores humanos como a formação, a cultura à mudança, o conhecimento
e o envolvimento nos processos, pelo que é requerida especialização e profissionalização
dos recursos humanos afetos à contratação pública.
Recomenda-se assim, que seja considerada a integração em SIGDN das ferramentas
informáticas em produção, bem como, incrementado o processo de envolvimento e formação
que permitam melhorar o conhecimento e caminhar para a profissionalização dos recursos
humanos afetos à contratação pública no Exército Português.
The dematerialization of processes in public procurement within the Portuguese Army has been gaining increasing relevance as part of its broader modernization strategy. This initiative aims to enhance transparency and efficiency in public procurement by reinforcing the use of electronic means throughout all stages of contract formation, from planning to execution, thus promoting both dematerialization and procedural simplification. In this context, the study aims to identify key contributions for optimizing the dematerialization of public procurement processes within the Portuguese Army. To achieve this objective, an inductive reasoning approach was adopted, supported by a qualitative research strategy and a case study research design. The findings indicate that the dematerialization of procurement processes constitutes a long-term endeavour. Its success is predominantly influenced by human factors such as training, openness to change, knowledge acquisition, and stakeholder engagement in procurement activities; consequently, the specialization and professionalization of human resources assigned to public procurement are essential. It is therefore recommended that the integration of current digital tools into the National Defence Integrated Management System be considered. Furthermore, efforts should be intensified in training and stakeholder engagement to enhance knowledge and move towardsthe professionalization of public procurement personnel within the Portuguese Army.
