Este trabalho tem como base a identificação de um dos principais entraves à coesão
urbana da cidade do Porto: a Via de Cintura Interna (VCI), estrutura viária
concebida para responder a lógicas de mobilidade ultrapassadas, que hoje funciona
como uma barreira física e simbólica entre territórios e comunidades. A
investigação desenvolve-se a partir de uma leitura crítica da cidade contemporânea
e das suas novas formas de habitar, propondo uma reinterpretação dos espaços
urbanos fragmentados pela VCI, nomeadamente em Paranhos, nas imediações do
Bairro do Outeiro.
O estudo defende que os novos territórios habitacionais - entendidos como espaços
de potencial transformação e recomposição urbana - podem emergir precisamente
desses não-lugares, intersticiais ou infraestruturais, resultantes de modelos
urbanos desajustados às necessidades actuais. Através de estratégias de
reconversão, redesenho e densificação crítica, este trabalho propõe caminhos
possíveis para transformar os corredores quentes da cidade e devolver-lhes um
sentido habitável, acessível e colectivo, em sintonia com um ideal de vida citadina
mais digno, inclusivo, sustentável e interligado.
The project addresses one of the major barriers to urban cohesion in the city of Porto: the Via de Cintura Interna (VCI), a road infrastructure originally designed under outdated mobility paradigms, which today stands as both a physical and symbolic divide between territories and communities. The research stems from a critical analysis of the contemporary city and its evolving modes of inhabitation, proposing a reinterpretation of urban spaces fragmented by the VCI - particularly in the district of Paranhos, near the Bairro do Outeiro. It argues that new housing territories - conceived as spaces with potential for urban transformation and recomposition - can emerge precisely from these residual, interstitial, or infrastructural non-places, shaped by urban models misaligned with present-day needs. Through strategies of reconversion, redesign and critical densification, this work explores possible pathways to transform overheated and fragmented urban corridors into livable, accessible and collective environments — aligned with a more dignified, inclusive, sustainable, and interconnected ideal of urban life.
