Abstract(s)
A Marinha de Guerra de Moçambique (MGM) tem vindo a enfrentar diversos
desafios na gestão dos militares. Este estudo pretendeu propor a implementação de um
sistema de gestão das pessoas assente nos requisitos da NP 4427:2018 – “Sistemas de
gestão das pessoas. Requisitos”, adaptado à realidade da MGM, com vista à melhoria da
gestão dos seus militares. Assente num estudo de caso do Sistema de Gestão das Pessoas
da Marinha, analisaram-se as práticas de gestão das pessoas implementadas na Marinha
Portuguesa para identificação das etapas essenciais a incluir na proposta de
implementação do sistema na MGM. Realizaram-se quatro entrevistas semiestruturadas a
militares da MGM e quatro entrevistas semiestruturadas a militares da Marinha
Portuguesa, as quais foram analisadas segundo uma análise de conteúdo.
Os resultados obtidos na MGM indicam que a base dos problemas da organização, não é
da legislação, mas das atividades que derivam da prática destes processos. Nesta linha de
ideia, refira-se que as entrevistas realizadas na Marinha Portuguesa contribuíram para a
compreensão de que o sistema é propenso em responder aos problemas da área do pessoal
porque assenta num conjunto de melhores práticas de gestão aprovados
internacionalmente. Deste modo, a integração destas informações permitiu a elaboração
de um modelo de implementação capaz de guiar a organização na implementação e
certificação de um sistema de gestão das pessoas consoante com a realidade da
organização e do país.
The Mozambique Navy (MGM) has been facing several challenges in managing the military. This study proposed the implementation of a people management system based on the requirements of NP 4427:2018 - "People management systems. Requirements", adapted to the reality of MGM, to improve the management of its military. Based on a case study of the Navy's People Management System, the people management practices implemented in the Portuguese Navy were analyzed to identify the essential steps to be included in the proposal to implement the system in the MGM. Four semistructured interviews were conducted with military members of the MGM and four semistructured interviews with military members of the Portuguese Navy, which were analyzed according to a content analysis. The results obtained in the MGM indicate that the basis of the organization's problems is not the legislation, but the activities that derive from the practice of these processes. In this line of thought, it should be noted that the interviews carried out in the Portuguese Navy contributed to the understanding that the system is propitious to respond to the problems in the people field because it is based on a set of internationally approved the best management practices. In this way, the integration of this information allowed the development of an implementation model which can guide the organization in the implementation and certification of a people management system according to the reality of the organization and the country.
