Abstract(s)
A cadeia de abastecimento pré-hospitalar desempenha um papel fundamental na
resposta a emergências, garantindo o fornecimento eficaz de recursos críticos, como
equipamentos médicos e bens essenciais, às unidades de saúde, serviços de emergência, bem
como a pessoas singulares. Para isso, uma preparação prévia e antecipada, é essencial para uma
resposta eficaz e eficiente, de modo que todas as adversidades encontradas não impeçam de
forma significativa o normal funcionamento da cadeia de abastecimento pré-hospitalar. Este
estudo analisou os desafios que a cadeia de abastecimento pré-hospitalar em Portugal enfrentou
durante o período da pandemia, principalmente na fase de preparação, onde as máscaras foram
o destaque da investigação. A mesma foi realizada mediante uma metodologia qualitativa
através de entrevistas semiestruturadas com profissionais e especialistas em logística e gestão
de emergências, e de uma análise detalhada de documentos académicos, de investigação e
legislativos.
A partir das entrevistas conduzidas com especialistas no campo, tornou-se evidente
que a falta de um planeamento estratégico sólido se mostrou uma fragilidade crítica na
abordagem prévia à gestão da cadeia de abastecimento, especificamente, a ausência de
quantidades mínimas de stock definidas e a inventariação no âmbito nacional revelaram-se
obstáculos significativos. De salientar que o financiamento deve ser um ponto a ter em conta,
pois é a base para que toda a cadeia de abastecimento possa funcionar de forma fluída e eficaz,
onde a burocracia parece ser um grande obstáculo.
Na discussão dos resultados, diversos autores ecoaram a importância vital de uma
abordagem holística e maleável na gestão da cadeia de abastecimento pré-hospitalar, sendo que
englobaram a necessidade de um planeamento estratégico mais minucioso, incluindo a
definição precisa de bens essenciais, o estabelecimento de um inventário rigoroso, formalização
de acordos claros e concisos com fornecedores e a promoção da autossuficiência nacional. Da
mesma forma, a falta de uma descrição detalhada dos fornecedores e a presença de uma
dependência internacional excessiva para determinados bens. Por fim, é de destacar a relevância intrínseca de uma gestão eficaz da cadeia de
abastecimento pré-hospitalar, especialmente durante crises como no contexto pandémico, e
desse modo, é possível ressaltar a urgência de aproveitar os erros do passado como lições
construtivas, com o objetivo de fortalecer a preparação e resposta.
The pre-hospital supply chain plays a fundamental role in responding to emergencies, ensuring the effective supply of critical resources such as medical equipment and essential goods to healthcare facilities, emergency services, as well as individuals. To achieve this, advance and anticipatory preparation is essential for an effective and efficient response, ensuring that any adversities encountered do not significantly hinder the normal functioning of the pre-hospital supply chain. This study delved into the analysis of the challenges faced by the pre-hospital supply chain in Portugal during the pandemic period, particularly in the preparation phase, with a focus on masks as a central research component. The research involved semi-structured interviews with professionals and experts in logistics and emergency management, along with a detailed analysis of academic, research, and legislative documents. These sources revealed certain problems that indicated some inefficiencies within the logistical system. Through interviews conducted with field experts, it became evident that the lack of a robust strategic planning approach was a critical weakness in the pre-existing management of the supply chain. Specifically, the absence of defined minimum stock quantities and national- level inventory proved to be significant obstacles. It is worth noting that financing should be a crucial consideration, as it serves as the foundation for the smooth and effective functioning of the entire pre-hospital supply chain. Bureaucracy emerged as a significant impediment in this context. Other highlighted issues included the absence of a detailed description of suppliers and an excessive international dependency for certain goods. In the discussion of the results, various authors emphasized the vital importance of a holistic and adaptable approach to pre-hospital supply chain management. This encompassed the need for more meticulous strategic planning, including the precise definition of essential goods, the establishment of a rigorous inventory system, the formalization of clear and concise agreements with suppliers, and the promotion of national self-sufficiency. The results obtained through this research underscore the intrinsic relevance of effective pre-hospital supply chain management, especially during crises such as the COVID- 19 pandemic. Lastly, it highlights the urgency of using past mistakes as constructive lessons to strengthen Portugal's future preparedness and response in similar scenarios
