| dc.description.abstract | O objetivo desta investigação é apresentar as caraterísticas estruturantes de um modelo de serviço militar, passível de ser adotado em Portugal, que operacionalize o recurso ao regime de conscrição nas Forças Armadas, que garanta os efetivos militares indispensáveis para a segurança e defesa nacional e, simultaneamente, que contribua para o reforço de uma cultura cívica de defesa. Partindo da compreensão da atualidade e analisando o modelo de serviço militar obrigatório que vigorou em Portugal, estudaram-se as realidades específicas de países europeus com afinidades sociopolíticas que adotam a conscrição, no sentido de apoiar a construção de um modelo adaptável a Portugal. Para o efeito, adotou-se na investigação uma lógica indutiva e de construção de sentido, apoiada numa estratégia de pesquisa qualitativa e num desenho de pesquisa comparativo ou multicaso. Como resultados da investigação apresentam-se os elementos definidores de um modelo de serviço militar com recurso à conscrição, aplicável a realidades diversas, e a sistematização de um modelo teórico caraterizador do recurso ao serviço militar obrigatório, caso no País haja uma evolução nesse sentido. Complementarmente, esta investigação poderá ainda corresponder à necessidade de requisitos de informação útil ao processo de decisão nos campos da estratégia e da gestão estratégica de recursos humanos. Abstract: The purpose of this study is to present the fundamental features of a military service model, liable to be adopted in Portugal, operationalizing the recourse to conscription in the Armed Forces to guarantee the essential contingent for national security and defence, and contributing as well to the strengthening of a defence civic culture. With the understanding of the present reality and the analysis of the Compulsory Military Service that was once in force in Portugal as a starting point, this study focused on the specific realities of European countries with socio-political similarities that adopt conscription, to back up the creation of a suitable model for Portugal. To that intent, the study followed an inductive and sense-making logic based on a qualitative research strategy and on a comparative or multicase research design. As results of the study we have the defining elements of a conscription military service model, applicable to different realities, and the systematization of a theoretical model that characterizes the compulsory military service in case of such development in the country. Additionally, this study may also fulfil the need of useful information for the decision-making process in the national strategy domain and human resources strategic management area. | pt_PT |
