| dc.description.abstract | A logística tem crescido muito nos últimos anos, tornando-se um foco muito importante dentro das organizações. A Guarda Nacional Republicana (GNR) não é exceção e com a última reestruturação, veio dar mais ênfase à logística. Este trabalho, subordinado ao tema “O novo conceito logístico da GNR, a sua evolução e as mudanças introduzidas”, aborda como problema, a adequação da centralização da compras da GNR como modelo para a instituição. Assim sendo, o autor tem como objetivo demonstrar a eficiência e a eficácia do modelo e definir qual o modelo mais adequado à instituição. Para isso, o autor divide o trabalho em duas partes, em que na primeira parte faz uma revisão da literatura e na segunda parte realiza um trabalho de campo recolhendo opiniões de várias entidades. A metodologia empregue para a realização do trabalho, baseou-se em análise documental e posteriormente, aplicação de inquéritos por questionários e entrevistas a militares com funções administrativas. Dos resultados obtidos, verifica-se uma falha na formação dos militares a realizar funções logísticas, e outra falha no planeamento. Pelo contrário, verificam-se melhorias desde a reestruturação até ao momento da realização deste estudo, verifica-se, também, uma melhor definição do que deve ser ou não centralizado e ainda boas relações entre as direções que estão afetas ao processo de compras. Com o estudo, conclui-se que o único modelo que a GNR pode adotar é o híbrido, devido à sua dimensão, dispersão e às inúmeras especificidades que contem. Caso ocorra uma nova reestruturação, deve-se ter em conta tudo que ocorreu no antecedente, e através de um bom planeamento, não voltar a cometer os mesmos erros. | por |
| dc.description.abstract | Abstract The Logistics has grown a lot over the years, becoming a key element within the organizations. The Republican National Guard (GNR) is no exception and with the last reorganization, it has brought more meaning to the logistics. This work, entitled "The new logistics concept of GNR, its evolution and the changes made," addresses an issue, the adequacy of the centralization of industries of GNR as a model for the institution. Thus, the author aims to demonstrate the efficiency and effectiveness of the centralized model and define the most appropriate model for the institution. For this, the author divides the work into two parts, in which the first part reviews the literature and in the second part performs field work collecting opinions from various entities. The methodology used to perform the work, was based on document analysis and then surveys the application of questionnaires and interviews with military administrative personnel. From the results, there is a flaw in the training of militar y personnel to perform logistical functions and another flaw in the planning. On the other hand, there have been improvements since the restructuring at the time of this study which means there is also a better definition of what should be centralized or not which could maintain good relations between the directions that are involved in the industry process. The study also concluded that the only model that the GNR can adopt is the hybrid, because of its size, dispersion and numerous specifications.
