Abstract(s)
Perseguir e capturar fugitivos procurados pela justiça é uma das mais basilares funções
policiais. No atual contexto da globalização e de uma Europa quase sem fronteiras, estas
perseguições não se podem esgotar ao nível local, exigindo-se que prossigam a uma
dimensão nacional e além-fronteiras, acompanhando a mobilidade dos novos atores
criminosos. Para isso, é fundamental o recurso aos mecanismos de cooperação policial
internacional.
Este estudo teórico nasceu precisamente com o objetivo de perceber como é que Portugal, e
em particular a Polícia de Segurança Pública, está preparada e estruturada para estas
capturas, quer a uma dimensão local, quer regional, nacional ou internacional.
Concluiu-se pela não existência de estruturas especialmente dedicadas a fugitivos, um
conceito muito pouco usado no léxico policial português, e que na Polícia de Segurança
Pública, ainda que com unidades de dimensão local dedicadas a cumprir mandados de
detenção, demanda-se uma melhoria procedimental com vista a adaptá-las à captura de
fugitivos e a continuar estas perseguições aos restantes níveis, retirando vantagem da
estrutura atualmente existente e da sua implementação territorial.
Chasing and arresting fugitives wanted by justice is one of the most basic police functions. In the context of globalization and within a Europe almost without borders, these persecutions cannot be exhausted at the local level, claiming that they continue to a national dimension and across borders, following the mobility of the new criminal actors. To achieve this, mechanisms of international police cooperation are essential. This theoretical study examined how Portugal, particularly the Public Security Police, is prepared and structured for these arrests, on a local, regional, national, and international scale. It was found thar there are no units dedicated to fugitives, a concept that is barely used in the Portuguese police lexicon. In the Police Security Police, even with local units devoted to arrest warrants, procedure improvements are essential to chase fugitives outside the local area, taking advantage of the currently existing framework and its territorial implementation.
