| dc.description.abstract | Os fluxos imigratórios que atravessam hoje em dia as fronteiras do espaço Schengen constituem, indubitavelmente, um dos maiores desafios que a União Europeia (UE) enfrenta no dealbar do século XXI. Neste sentido, a resposta da União a este desafio pode condicionar, em grande medida, o futuro de uma “comunidade” de Estados fundada no respeito pelos valores da dignidade humana, dos direitos humanos, da tolerância e da solidariedade. A atual crise migratória, conjugada com a crise económico-financeira, veio expor como nenhuma outra as debilidades e tensões no espaço da UE, materializadas na dificuldade da União em responder de forma coesa e eficiente às dificuldades colocadas pela chegada, num tão curto espaço de tempo, de um elevadíssimo número de imigrantes. Os desafios colocados por esta situação nova vieram também por à prova as capacidades da UE, como ator internacional que ambiciona ser relevante num mundo globalizado. Por isso, será indispensável estabelecer mecanismos de gestão dos fluxos imigratórios que permitam à UE mitigar as ameaças, mas ao mesmo tempo potenciar as oportunidades, num quadro de compatibilização do interesse comum com os interesses individuais dos Estados-membros. Pese embora a reação inicial da UE e dos Estados-membros tenha sido hesitante, o avolumar da crise, com os fluxos imigratórios a atingirem níveis críticos, veio alertar para a urgência de se harmonizar e aplicar um conjunto de soluções mais ambiciosas, abrangentes e eficazes. São essas soluções, traduzidas em medidas concretas, que o presente trabalho procura não só identificar, mas também propor. A resposta que foi sendo progressivamente encontrada permite acreditar que a União irá ultrapassar mais este desafio sem que seja necessário alienar ou abrir mão dos seus valores fundamentais, transformando a presente crise numa oportunidade para dotar a UE com instrumentos de resposta mais robustos e eficazes e, simultaneamente, mais solidários, reforçando-se assim o verdadeiro sentido de “união”. Abstract: Migration flows crossing the borders of the Schengen area are undoubtedly one of European Union´s (EU) biggest challenges, at the dawn of the XXI century. The answer given to this challenge will be decisive for the future of this “community” of States, founded in the respect of shared values such as human rights and human dignity, tolerance and solidarity. The current migration crisis coupled with the economic and financial crisis has shown, as no other, the tensions and fragilities within the European area, materialized in the EU and its Member States’ lack of capacity to respond in a cohesive and effective way to the sudden arrival of an extraordinary number of migrants, in a short period of time. The challenges arising from this new situation also came to test the Union’s capacities as an international actor, aspiring to a relevant role in a globalized world. Therefore, it is crucial for the EU to agree on migration flows management mechanisms to mitigate threats and, at the same time, to enhance opportunities, bringing together the common interest and Member-states individual ones. Despite the initial hesitation from EU and its Member States, the deepening of the crisis, with migratory flows reaching critical levels, has shown the urgency to act in a harmonized and efficient way and to apply a set of more ambitious, comprehensive and effective solutions. The aim of this work is not only to identify, but also to put forward, solutions translated into concrete measures. The solutions adopted so far lead us to believe that the Union will once again overcome this challenge, without alienating or giving away its values and principles, turning this crisis into an opportunity to provide the EU with more robust, effective and solidary response instruments, reinforcing the true meaning of "union." | pt_PT |
