A gestão da segurança no setor da construção é uma tarefa complexa e crucial, exigindo um
acompanhamento diligente para garantir níveis de segurança aceitáveis em projetos de
construção. Em Portugal, o papel do Coordenador de Segurança e Saúde (CSO) detém uma
grande responsabilidade, especialmente devido à interpretação subjetiva associada a essa
função. Portanto, é imperativo estabelecer um sistema de gestão de segurança na empreitada
que não apenas assegure a conformidade com a legislação pertinente, mas também oriente e
avalie as condições de segurança nas empreitadas, assegurando o cumprimento das
obrigações e responsabilidades inerentes.
O objetivo deste projeto de mestrado é apresentar em detalhes a atuação do CSO em uma
empreitada de "Remodelação de uma unidade de escritórios no Centro de Lisboa", além de
destacar ferramentas de apoio à gestão da segurança nesse contexto.
Para atingir esses objetivos, o presente projeto baseou-se em um estudo de caso específico.
A obtenção de informações relevantes envolveu a adoção de técnicas de recolha de dados
específicas, incluindo análise documental, dados facultados pela empresa objeto de estudo e
pesquisa bibliográfica relacionada ao tema central. Além disso, o projeto tem o propósito de
analisar os requisitos legais impostos ao CSO e de ilustrar a aplicabilidade desses requisitos
na empreitada, evidenciando o grau de sucesso alcançado.
Por meio desse estudo, procura-se uma compreensão mais profunda da dinâmica do papel do
CSO, considerando as nuances legais e operacionais, ao mesmo tempo em que se explora a
utilidade das ferramentas de gestão da segurança na efetiva administração da segurança no
local de construção.
Safety management in the construction sector is a complex and crucial task, requiring diligent monitoring to ensure acceptable safety levels in construction projects. In Portugal, the role of the Health and Safety Coordinator (CSO) carries significant responsibility, particularly due to the subjective interpretation associated with this role. Therefore, it is imperative to establish a safety management system in construction projects that not only ensures compliance with relevant legislation but also guides and evaluates safety conditions, ensuring adherence to inherent obligations and responsibilities. The objective of this master's project is to present in detail the CSO's performance in a project "Remodeling an office unit in the Center of Lisbon", in addition to highlighting tools to support security management in this context. To achieve these objectives, the research was based on a specific case study. Obtaining relevant information involved the adoption of specific data collection techniques, including document analysis, data provided by the company under study and bibliographic research related to the central theme. Furthermore, the project aims to analyze the legal requirements imposed on the CSO and to illustrate the applicability of these requirements in the undertaking, highlighting the degree of success achieved. Through this study, we seek a deeper understanding of the dynamics of the CSO role, considering legal and operational nuances, while exploring the usefulness of safety management tools in the effective administration of safety on the construction site.
