A Gestão de Recursos Humanos é indubitavelmente uma das áreas fulcrais para a
sobrevivência e vitalidade das organizações. Se outrora, o sucesso media-se somente pelo
cumprimento dos objetivos, contemporaneamente uma organização bem-sucedida é
igualmente aquela capaz de atrair, reter e potencializar o capital humano a seu encargo.
A mobilidade interna como instrumento da Gestão de Recursos Humanos, revela-se
extremamente útil na procura deste fim, ainda para mais numa organização como a Polícia
de Segurança Pública, rotulada pela sua extensa moldura humana, que se socorre desta
ferramenta na procura de melhores condições laborais. Assim sendo, pretendemos aferir
se a mobilidade interna desta polícia, no âmbito do instrumento específico da colocação
por oferecimento, é capaz de abarcar as expectativas pessoais e profissionais dos polícias,
numa ótica de criticamente, poder afirmar se esta vertente da área de Recursos Humanos
é ou não sustentável. Iniciamos assim por conceptualizar a mobilidade interna
teoricamente, situando-a no ordenamento jurídico nacional e afunilando para a realidade
da PSP. Paralelamente, abordaremos um conceito algo recente na área da Gestão de
Recursos Humanos, a sustentabilidade, de forma que possamos criteriosamente analisar
o objeto em investigação. Para consubstanciar o nosso veredicto, analisaremos o atual
estado das listas de colocação por oferecimento, aditando a aplicação de um questionário
para a carreira de Agente, que nos serviu de base para extrair a informação necessária
para efetuar as nossas ilações.
Human Resources Management is undoubtedly one of the key areas for the survival and vitality of organizations. If in the past, success was measured only by the achievement of objectives, nowadays a successful organization is also one that can attract, retain and leverage the human capital in its charge. Internal mobility as a Human Resources Management tool is extremely useful in the search for this goal, even more so in an organization like the Polícia de Segurança Pública, labeled by its extensive human frame, which uses this tool in the search for better working conditions. Therefore, we intend to assess whether the internal mobility in this police force, within the scope of the specific instrument of placement by offer, can meet the personal and professional expectations of police constables, in order to critically state whether this aspect of the Human Resources area is sustainable or not. Thus, we start by conceptualizing internal mobility theoretically, placing it in the national legal system and tapering it to the reality of the PSP. In parallel, we will address a somewhat recent concept around Human Resource Management, sustainability, so that we can carefully analyze the object under investigation. In order to substantiate our verdict, we will analyze the current state of the placement lists by offer, adding the application of a questionnaire for the career of police constable that was the base to extract the data we needed to draw our conclusions.
