Abstract(s)
Decorrente do conceito estratégico da Organização do Tratado Atlântico Norte
(OTAN) e do Tratado da União Europeia (UE), Portugal, como nação contribuinte para a
garantia da segurança internacional, tem conseguido se adaptar de forma a fazer face aos
desafios que lhe são colocados. Desta forma, ao Exército, pela complexidade e
imprevisibilidade dos teatros onde tem sido chamado a operar, é exigida a capacidade para
identificar e implementar melhorias de forma rápida, garantindo o cumprimento da missão.
As Lições Aprendidas (LA), enquanto capacidade do Exército, contribuem para a sua
melhoria contínua, tornando-o mais capaz e eficiente.
O presente trabalho de investigação pretende, através das Lições Aprendidas, formular
recomendações que permitam melhorar o desempenho futuro da participação Portuguesa nas
missões de treino da União Europeia (EUTM).
Assente numa estratégia de investigação qualitativa de raciocínio indutivo, foi possível
verificar contributos das lições aprendidas e do retorno de experiências, no sentido de
identificar recomendações cuja implementação tenha um impacto positivo em futuras
participações.
Da investigação efetuada, conclui-se que existe espaço para a melhoria, sendo as
recomendações formuladas identificadas no presente trabalho.
Due to the North Atlantic Treaty Organization (NATO) strategic concept and the European Union (EU) Treaty, Portugal, as a contributing nation to assure the international security, managed to adapt itself in order to face the posed challenges. Thereby, to the army, due to the complexity and unpredictability of the theaters, is demanded to identify and implement improvements quickly, in order to assure that the goals are achieved. The Lessons Learned (LL), as a capacity of the Army, leads to the improvement of the performance, becoming more capable and efficient. The conducted research work intends, through the Lessons Learned, formulate recommendations in order to improve future performance of Portuguese participations in the European Union training missions. Based on a qualitative research strategy of inductive reasoning, it was possible to verify the contributions of the lessons learned and the return of experiences, in order to identify recommendations whose implementation has a positive impact on future participations. Regarding the conducted research it is concluded that there is room for improvement, being the formulated recommendations identified in the present work.
