Este trabalho teve por objetivo analisar o comando de esquadras da Polícia de Segurança Pública em contexto de escassez de oficiais, atendendo aos constrangimentos normativos, à capacidade formativa e à continuidade operacional. Realizou-se uma revisão crítica do enquadramento jurídico-organizacional e da literatura sobre liderança, gestão de pessoas e desenho organizacional em contexto policial, complementada por nove entrevistas semiestruturadas a informadores privilegiados de diferentes níveis. Procurou-se, deste modo, averiguar se o desajuste entre necessidades operacionais e dotação de oficiais, associado a acumulações prolongadas de comando de esquadras e à classificação assimétrica de “esquadra complexa”, se traduzia em perda de supervisão, menor previsibilidade de liderança e riscos para a coesão interna. Confirmou-se a centralidade do comando de esquadra como etapa formativa nuclear dos oficiais recém-formados e recolheram-se indícios de que soluções casuísticas, desprovidas de critérios transparentes e de reforço formativo, agravaram discrepâncias e perceções de injustiça. Definiram-se, por conseguinte, diretrizes com implementação faseada, que passam pela colocação inicial de oficiais recém formados em subunidades operacionais, matriz objetiva para a definição de “esquadra complexa”, clarificação formativa e normativa da carreira de chefe, com reforço em liderança, e reconfiguração seletiva do dispositivo territorial, articulada com vias de carreira
técnica e maior utilização de quadros civis.
This study analysed the command of police stations within the Public Security Police under a shortage of senior officers, considering statutory constraints, training capacity, and operational continuity. A critical review of the legal-organisational framework and the literature on leadership, people management and organisational design in the police context was carried out, complemented by nine semi-structured interviews with privileged informants across different levels. The study examined whether the mismatch between operational needs and the number of officers, associated with prolonged accumulation of command of police stations and the asymmetrical classification of ‘complex police station’, led to diminished supervision, less predictable leadership and risks to internal cohesion. The centrality of police station command as a core training stage for newly trained senior officers was confirmed, and indications were gathered that case-by-case solutions, lacking transparent criteria and training reinforcement, aggravated discrepancies and perceptions of injustice. Guidelines were defined with phased implementation, including the initial placement of newly trained officers in operational subunits, an objective matrix for defining a “complex police station”, training and normative clarification of the chefe (sergeant) career, with reinforcement in leadership, and selective reconfiguration of the territorial design, aligned with technical career paths and greater use of civilian staff.
