Abstract(s)
O presente relatório científico subordina-se ao tema “A Investigação de Acidentes
de Viação: uma mais-valia para a prevenção deste tipo de sinistros”. Portanto escolheu-se, como problemática, a sinistralidade rodoviária e definiu-se como objetivos avaliar a influência que a investigação em acidentes de viação tem na prevenção dos mesmos. Como tal, estudou-se os Núcleos de Investigação Criminal em Acidentes de Viação, as limitações e dificuldades que estes experienciam na sua atividade.
No que concerne à metodologia científica utilizada, numa primeira fase procedeu-se
à análise documental, recorrendo a obras de autores de referência, dissertações de mestrado e sites de internet, para a recolha de documentos e colheita de informação relevante. Numa segunda fase do relatório, apresentam-se as respostas aos 82 inquéritos por questionário, aplicados aos Núcleos de Investigação Criminal em Acidentes de Viação da Guarda Nacional Republicana (GNR), posteriormente estes foram alvo de análise quantitativa e
qualitativa, com recurso a estatística descritiva e análise de conteúdo.
Concluiu-se que os Núcleos de Investigação Criminal em Acidentes de Viação desenvolvem investigações que os distinguem das outras forças de segurança e entidades civis, pela sua competência técnica. Denota-se que existe um bom relacionamento destes com as Autoridades Judiciárias que veem o seu trabalho como credível, no entanto não se verifica um retorno da informação, quanto aos resultados do processo, dos Tribunais para os Núcleos de Investigação Criminal em Acidentes de Viação.
Verifica-se, através da análise de dados, que estes contribuem para a redução da sinistralidade rodoviária, e são uma mais-valia na prevenção de sinistros graves visto que a descoberta das causas que originam este tipo de sinistros é uma forma de responsabilizar e reduzir o sentimento de impunidade dos condutores. Também os resultados que estes produzem podem ser utilizados pela GNR para direcionar as ações de fiscalização ou intensificar o seu patrulhamento.
No entanto, os Núcleos de Investigação Criminal em Acidentes de Viação padecem
de limitações, quer ao nível de meios técnicos, quer ao nível da atualização de formação, suscetíveis de influenciar a qualidade do trabalho desenvolvido por estes.
Abstract The subject of this scientific report is the theme "Investigation of Traffic Accidents: an added value to the reduction of such accidents". Therefore, we chose as problematic road accidents and set up as objectives to evaluate the influence that the investigation of traffic accidents has on their prevention. As such, we studied the Criminal Investigation of Traffic Accidents Groups, the limitations and difficulties they experience in their activity. With respect to the scientific methodology, in the first phase a documental analysis was made, using the works of major authors, master’s degree thesis and web sites, for document and relevant information collecting. In the second phase of the report, the answers to 82 questionnaire surveys, applied to the Criminal Investigation of Traffic Accidents Groups of the Guarda Nacional Republicana (GNR), are presented, and later they were subjected to quantitative and qualitative analysis, using descriptive statistics and content analysis. It was concluded that the Criminal Investigation of Traffic Accidents Groups develop investigations which distinguish them, for their technical competence, from other security forces and civil organizations. It was noted that there is a good relationship with the Judicial Authorities that see their work as credible, however there is no information feedback about the results of the litigation from the Courts to the Criminal Investigation of Traffic Accidents Groups. It is verified, through the analysis of data, that they contribute to reducing traffic accidents, is a benefit in the prevention of serious accidents because the discovery of causes, that originate such traffic accidents, and is a form of blaming and this reduces the driver’s feeling of impunity. In addition, the results that they produce can be used by the GNR to direct their enforcement actions or intensify their patrols. However, the Criminal Investigation of Traffic Accidents Groups suffer from limitations, on a technical resources level and on training upgrade level, that are capable of influencing the quality of their work.
