O presente trabalho tem como objeto de investigação, o processo de geração de Forças do Exército Português no âmbito da participação enquanto Framework Nation do European Union Battlegroup, utilizando-se como referência contributos de países que já assumiram esse compromisso, e de militares envolvidos no planeamento desse processo.
A investigação baseou-se num raciocínio indutivo, assente numa estratégia qualitativa, utilizando como desenho de pesquisa o estudo de caso e um horizonte temporal transversal. A recolha de dados centrou-se na análise documental e na realização de entrevistas semiestruturadas.
Desta investigação resultou que, embora o faseamento de todo o processo de geração de forças seja adequado, este pode ser otimizado ao longo das várias fases.
Concluiu-se que na fase exploratória, o Exército Português, em coordenação com os restantes ramos, deverá influenciar a decisão política propondo esta ambição para melhorar a sua capacidade operacional. A fase seguinte, destina-se a colmatar capacidades em falta, através dos mecanismos de financiamento existentes, e no planeamento de todas as fases subsequentes. A fase de aprontamento é destinada ao treino e retificação dos documentos operacionais. Na fase de sustentação, é reservado ao treino e participação em exercícios. E na fase de conclusão as capacidades adquiridas devem ser consolidadas e rentabilizadas.
This paper analyses the force generation process of the Portuguese Army in the context of its participation as the Framework Nation in the European Union Battlegroup, using as reference contributions from countries that have already made this commitment and from military personnel involved in the planning of this process. The research was based on inductive reasoning, using a qualitative strategy, a case study research design and a cross-sectional time horizon. Data collection focused on document analysis and semi-structured interviews. The main findings were that while the phasing of the overall force generation process is appropriate, there is room for improvement within the different phases. The conclusion is that in the exploratory phase, the Portuguese Army, in coordination with the other branches, should influence the political decision by proposing this ambition to improve its operational capacity. The next phase is to fill the missing capacity through existing funding mechanisms and the planning of all subsequent phases. The readiness phase is aimed at training and correcting operational documents. The sustainment phase involves training and participation in exercises. And in the conclusion phase, the acquired capabilities must be consolidated and operationally employed.
