A utilização das redes viárias pressupõe o comprometimento por parte de todos os utilizadores em adotarem comportamentos que não ponham em causa a integridade dos demais. A verificação de inúmeros comportamentos de risco, traduzidos numa panóplia de infrações rodoviárias, levam-nos a investigar o panorama do distrito de Lisboa no que concerne à pratica das contraordenações e o fenómeno da reincidência.
Pretendemos avaliar o impacto da reincidência contraordenacional na segurança rodoviária através de uma análise longitudinal, entre 2010 e 2015, com suporte em dados da ANSR recolhidos das suas plataformas aplicacionais. Com efeito, abordaremos as várias formas de prevenção da reincidência instituídas internacionalmente e em torno das contraordenações por excesso de velocidade, condução sob influência do álcool e utilização do telemóvel durante a condução.
Concomitantemente foram analisadas as tendências e disparidades relativas à prática das contraordenações, a influência das fiscalizações e as diferenças entre as entidades autuantes, as tipologias e os tipos de contraordenação e reincidência. Destaca-se neste estudo a prática e a reincidência crescente em infrações relacionadas com o excesso de velocidade e, ainda, a necessidade de adoção de uma cultura de segurança rodoviária, evitando desta forma o recurso às habituais ferramentas de combate a este fenómeno como o agravamento das sanções ou o incremento das fiscalizações.
The use of road networks presupposes the commitment on the part of all the users to adopt behaviors that do not jeopardize the integrity of the others. The verification of numerous risk behaviors, translated into a range of road infractions, leads us to investigate the reality of the Lisbon district with regard to the practice of offenses and the phenomenon of recidivism. We intend to evaluate the impact of recidivism against road safety through a longitudinal analysis, between 2010 and 2015, with support in ANSR data collected from its application platforms. Indeed, we will discuss the multiple ways of prevention of recidivism, which have already been instituted internationally, of over-speeding, driving under the influence of alcohol and using the mobile phone while driving. Concurrently we analyzed the trends and disparities in the practice of offenses, in the influence of police controls and the differences between the multiple Police forces, the types and typologies of offense and recidivism. In this study, we highlight the increasing practice and recidivism of speeding-related infractions, as well as a need to adopt a road safety culture, thus avoiding the use of habitual tools to combat this phenomenon, such as aggravation of penalties or increased police controls.
