Abstract(s)
Os riscos psicossociais, mais do que meros conceitos, constituem realidades concretas que moldam o quotidiano laboral, com impactos diretos na saúde, no bem-estar e na motivação dos trabalhadores. O presente estudo de caso teve como objetivo analisar os riscos psicossociais nos Serviços Centrais (SC) do Instituto Politécnico de Setúbal (IPS), em particular na Divisão de Gestão de Pessoas (DGP), e refletir sobre medidas de mitigação capazes de promover melhores condições de trabalho e assegurar a sustentabilidade organizacional. A investigação, de natureza qualitativa e caráter exploratório, baseou-se em dez entrevistas semiestruturadas sujeitas a análise de conteúdo categorial. Os resultados evidenciaram riscos relacionados com a sobrecarga de tarefas, a sobreposição de funções, a escassez de recursos humanos e materiais e a perceção de insuficiente valorização profissional. Simultaneamente, emergiram fatores relevantes, como o espírito de cooperação entre colegas, a resiliência individual e a dedicação dos trabalhadores à missão institucional, que funcionam como barreiras de contenção dos impactos negativos. Contudo, a análise demonstrou que estes apoios perdem eficácia quando as causas estruturais do desgaste permanecem inalteradas. Destaca-se também a ausência de menção a riscos, o que pode significar inexistência destes fenómenos, dificuldade de os reconhecer como riscos ou constrangimento em abordá-los. Pode afirmar-se que uma mitigação eficaz dos riscos psicossociais exige uma abordagem sistémica, centrada na reorganização do trabalho, no reforço dos recursos disponíveis, na valorização e reconhecimento profissional e em políticas de conciliação entre vida pessoal e profissional. Ao assumir esta estratégia, o IPS pode posicionar-se como uma instituição de referência no setor público, não apenas pela sua excelência académica, mas também pelo compromisso com o bem-estar e a valorização do seu capital humano. Embora assente numa amostra reduzida, este estudo oferece contributos significativos para orientar futuras investigações e para apoiar a implementação de políticas organizacionais mais eficazes e centradas nas pessoas.
Psychosocial risks, more than mere concepts, constitute concrete realities that shape everyday working life, with direct impacts on employees’ health, well-being, and motivation. This case study aimed to analyse psychosocial risks within the Central Services of the Polytechnic Institute of Setúbal, particularly in the Division of People Management, and to reflect on mitigation measures capable of promoting better working conditions and ensuring organizational sustainability. The research, qualitative in nature and exploratory in character, was based on ten semi-structured interviews subjected to categorical content analysis. The findings highlighted risks related to work overload, overlapping functions, scarcity of human and material resources, and the perception of insufficient professional recognition. At the same time, relevant protective factors emerged, such as collegial cooperation, individual resilience, and employees dedication to the institutional mission, which act as buffers against negative impacts. However, the analysis revealed that these supports lose effectiveness when the structural causes of strain remain unaddressed. It is also noteworthy that certain risks were not mentioned, which may indicate either the absence of such phenomena, a lack of recognition of them as risks, or a reluctance to address sensitive issues in the interview context. It can be concluded that the effective mitigation of psychosocial risks requires a systemic approach, centred on work reorganization, reinforcement of available resources, professional recognition and appreciation, and the promotion of work–life balance policies. By adopting such a strategy, IPS can position itself as a reference institution within the public sector, not only for its academic excellence but also for its commitment to employee well-being and the valorization of its human capital. Although based on a small sample, this study offers significant contributions to guiding future research and supporting the implementation of more effective, human-centred organizational policies.
