Abstract(s)
A evolução das sociedades modernas, da criminalidade e dos fenómenos criminais encerra
em si mesmo a necessidade permanente de reajustamento das estruturas policiais,
nomeadamente da Investigação Criminal, com o intuito de tornar mais efetiva o seu
desempenho e desta forma dar a resposta esperada garantindo a geração de confiança no
sistema democrático vigente. Este processo envolve a otimização de recursos e a sua
estrutura hierárquica por forma a apresentar soluções e dirimir eventuais entropias da
organização. Para tal, o estudo empírico assenta no método quantitativo para a análise dos
dados da atividade operacional dos Comandos Territoriais da PSP. A análise é
consubstanciada pela aplicação de testes de hipóteses, que permitem comparar grupos,
valores médios e o impacto de algumas variáveis preditoras (ex: implementação do Núcleo
de Investigação Criminal, existência de Divisão de Investigação Criminal). Os resultados
apontam para a não uniformização da estrutura a nível nacional e que a (in)existência de
enquadramento hierárquico poderá afetar a estrutura do Sistema de Investigação Criminal
da PSP. Algumas linhas de orientação futuras são apresentadas por se considerar que as
mesmas possibilitam a otimização do sistema vigente.
The evolution of modern societies, of criminality and criminal phenomena contains the permanent need for readjustment of police structures, namely Criminal Investigation, to make their performance more effective and thus provide the expected response, guaranteeing the generation of confidence in the democratic system in force. This process involves the optimisation of resources and their hierarchical structure to present solutions and solve eventual organisational shortcomings. To this end, the empirical study is based on the quantitative method for data analysis on the operational activity of the PSP Territorial Commands. The analysis is done with the application of hypothesis tests, which allow for the comparison of groups, mean values and the impact of some predictor variables (e.g.: implementation of the Criminal Investigation Unit, the existence of a Criminal Investigation Division). The results point to the non-uniformity of the structure at the national level and that the (in)existence of a hierarchical framework may affect the structure of the Criminal Investigation System of the PSP. The presentation of future guidelines is the leverage for the optimization of the current system.
