Os riscos e ameaças atuais promovem uma maior atenção sobre as operações interagência, em especial no que concerne à participação das Forças Armadas na Segurança Interna. A articulação operacional das Forças Armadas com as Forças e Serviços de Segurança tem sido prevista em diversos diplomas normativo-legais, mas ainda persistem algumas ações necessárias para que se alcance a otimização dos processos e procedimentos conducentes à eficiência e eficácia nestas operações interagência.
O presente trabalho tem como objeto de estudo as operações interagência entre a Força Aérea Portuguesa e as Forças e Serviços de Segurança, com o objetivo geral de formular contributos para otimizar a articulação operacional destas operações. Para tal efetua-se um estudo de caso, através de um raciocínio indutivo, recorrendo-se a uma estratégia de investigação qualitativa, com recurso à análise documental, observação e entrevistas, para identificar e analisar as variáveis e fatores com margem para melhoria nestas operações.
Com base nos dados recolhidos e analisados, conclui-se que existe margem para melhoria nestas operações e que podem ser adotadas boas práticas observadas em missões semelhantes em Portugal e no estrangeiro, designadamente no enquadramento normativo e legal, na doutrina existente, na organização, no treino, nos recursos e na interoperabilidade.
Current risks and threats promote greater attention to interagency operations, especially concerning the participation of the Armed Forces in Homeland Security. The operational articulation of the Armed Forces with the Security Forces and Services has been foreseen in several normative and legal diplomas, but there are still some necessary actions to achieve the optimization of processes and procedures conducive to efficiency and effectiveness in these interagency operations. The present work has as an object of study the interagency operations between the Portuguese Air Force and the Security Forces and Services, with the general objective of formulating contributions to optimize the operational articulation of these operations. To this end, a case study is carried out, through inductive reasoning, using a qualitative research strategy, using document analysis, observation and interviews, to identify and analyze the variables and factors with room for improvement in these operations. Based on the collected and analyzed data, it is concluded that there is room for improvement in these operations and that good practices observed in similar missions in Portugal and abroad can be adopted, namely in the normative-legal framework, in the existing doctrine, in the organization, in the training, resources and interoperability.
