As doenças profissionais são responsáveis por uma elevada taxa de mortalidade e
morbilidade em todo o mundo. Por forma a implementar medidas preventivas efetivas, a
rápida identificação e correta notificação das doenças profissionais é essencial. Na Força
Aérea o processo para certificação de uma doença como doença profissional está
estabelecido no Despacho do CEMFA n.º 23/2011.
Este trabalho de investigação tem como objetivo avaliar o circuito processual de
certificação de doenças profissionais na Força Aérea. Em termos de metodologia, este estudo
seguiu um raciocínio dedutivo, assente numa estratégia mista de investigação qualitativa
com suporte em dados quantitativos, sendo o seu desenho de pesquisa do tipo estudo de caso.
O estudo efetuou-se através da recolha de dados, que se concretizou por análise documental
e entrevistas a militares considerados relevantes tendo em conta as funções desempenhadas.
Analisados os resultados, concluímos que o atual circuito processual de certificação
de doença profissional na Força Aérea não é eficaz, apresentando diversas lacunas, sendo a
principal a falta de formação dos médicos das diferentes unidades de saúde da Força Aérea
em saúde ocupacional e medicina do trabalho. Salientamos também a inexistência de um
departamento ou repartição responsável pelo saúde ocupacional e medicina do trabalho.
Occupational diseases are responsible for a high rate of mortality and morbidity worldwide. In order to implement effective preventive measures, the rapid identification and correct notification of occupational diseases is essential. In the Air Force, the process for certifying a disease as an occupational disease is established in “Despacho do CEMFA n.º 23/2011”. This research work aims to evaluate the circuit for certification of occupational diseases in the Portuguese Air Force. In terms of methodology, this was based on a deductive reasoning, with a mixed strategy of qualitative research supported by quantitative data, and a case study research design. The study was carried out through data collection, which was carried out by document analysis and semi-structured interviews with military personnel considered relevant. After analyzing the results, we concluded that the current procedural circuit for occupational diseases certification in the Air Force is not effective, presenting several gaps, the main one being the lack of training of doctors from the different health units of the Air Force in occupational health. We also emphasize the lack of a department responsible for occupational health and occupational medicine.
