Abstract(s)
A UniĆ£o Europeia enfrenta atualmente um conjunto de desafios no plano securitĆ”rio que a obriga a conceber mecanismos de resposta atravĆ©s de estratĆ©gias coerentes com os seus fins Ćŗltimos, garantindo o espĆrito de construção Europeu fundado na existĆŖncia de um espaƧo de liberdade, de seguranƧa e de justiƧa. Dando corpo a esse desĆgnio, a UniĆ£o Europeia desenvolveu uma nova estratĆ©gia de seguranƧa, cuja implementação estarĆ” em grande medida, dependente da execução das linhas de financiamento que enquadram o OrƧamento de longo prazo da UniĆ£o, corporizado atravĆ©s do Quadro Financeiro Plurianual 2021-2027.
Atenta a realidade orçamental nem sempre favorÔvel à atividade desenvolvida pelas forças e serviços de segurança nacionais, o financiamento comunitÔrio constitui uma oportunidade à melhoria da sua capacitação, visando uma resposta eficaz aos desafios securitÔrios emergentes, comuns a todos os estados-membros da União.
Com efeito, na investigação procede-se Ć anĆ”lise da coerĆŖncia dos instrumentos financeiros relativamente Ć s prioridades securitĆ”rias comunitĆ”rias e nacionais atravĆ©s da consulta aos elementos bibliogrĆ”ficos disponĆveis, recorrendo a entrevistas semiestruturadas junto das mais altas entidades com responsabilidade de execução dos fundos no Ć¢mbito da seguranƧa interna, refletindo sobre os desafios e oportunidades necessĆ”rios Ć geração de opƧƵes estratĆ©gicas viĆ”veis e aplicĆ”veis Ć realidade da Guarda Nacional Republicana.
As opƧƵes estratĆ©gicas resultantes da combinação de uma anĆ”lise SWOT e da anĆ”lise de vantagens competitivas, permitiu concluir que a Instituição deverĆ” tomar uma atitude proativa, melhorando os processos de captação e execução de financiamento comunitĆ”rio, que lhe permitam, atravĆ©s do desenvolvimento e melhoria de capacidades, garantir maiores Ćndices de produtividade e atuação, fundamentais para o alcance dos nĆveis de seguranƧa pretendidos, em linha com os desĆgnios comunitĆ”rios.
The European Union is currently facing several challenges in the security plan that obliges it to devise response mechanisms through strategies consistent with its ultimate aims, guaranteeing the spirit of European construction based on the existence of an area of freedom, security and justice. In giving shape to this design, the European Union developed a new security strategy, whose implementation depends largely on the execution of the financing lines that fall within the European Unionās long-term Budget, materialised through the 2021-2027 Multi-annual Financial Framework. Mindful of the budgetary reality not always favourable to the activity carried out by national security forces and services, EU funding constitutes an opportunity to improve its capacity building, aiming at an effective response to the emerging security challenges, common to all EU Member States. In fact, a review of the coherence of financial instruments with regard to the Community and national security priorities was carried out in the investigation by consulting the available bibliographical elements, resorting to semi-structured interviews among high-level entities with responsibility in executing the funds within the framework of internal security, reflecting on the challenges and opportunities needed to generate viable strategic options applicable to the reality of the Guarda Nacional Republicana. The strategic options resulting from the combination of a SWOT analysis and the analysis of competitive advantages have led to the conclusion that the Institution should adopt a proactive approach, improving the funding and enforcement processes of EU funding, which, through capacity building and enhancement, , will enable it to ensure higher productivity and performance indices, which are fundamental to attaining the desired security levels, in line with community plans.
