Abstract(s)
O presente Trabalho de Investigação de Grupo (TIG) enquadra-se no âmbito da avaliação das capacidades do Exército Português no combate dos incêndios que ocorreram em 2017.
Numa fase inicial, pretende-se identificar as capacidades do Exército e se estas estão alinhadas com as missões e tarefas previamente definidas. Numa segunda fase, a análise SWOT, tendo como objetivo a síntese das observações obtidas na fase anterior. Esta análise está dividida pelo ambiente interno, com a identificação das forças e fraquezas, e pelo ambiente externo, com as oportunidades e as ameaças.
Por último, por cada item identificado, serão apresentadas possíveis opções de resposta, de modo a permitir, no plano externo, um apoio mais efetivo e com menores riscos, e no plano interno, colmatar dificuldades e explorar potencialidades.
A principal conclusão deste trabalho é que as principais lacunas e pontos de melhoria na atuação do Exército durante a corrente investigação, já estão em fase de implementação.
Sendo importante ainda referir, que o sucesso das operações é mensurado, não só pela performance do Exército, mas também pela imagem percecionada pela Sociedade Portuguesa, sendo importante a criação de medidas de regularização da informação pública, e explorar os diversos meios de comunicação e sistemas de informação disponíveis. Abstract: The present Research Paper (TIG) scope is to evaluate the capabilities of the Portuguese Army in fighting the fires that occurred in 2017.
The first phase, aims to identify the capabilities of the Army and if these were aligned with the mission and the tasks previously defined. The second phase, will be prepared the SWOT analysis, whose main objective is summarize the observations identified in the previous phase of this investigational work. The SWOT analysis is divided by internal environment with the identification of the strengths and weaknesses, and by external environment, in which is identified the opportunities and threats
Finally, for each item, measures and improvements will be proposed in order to allow, at the external level, a more effective support and with lower risks, and at the internal level, to overcome difficulties and explore potentialities
The main conclusion of this work is that the all gaps and areas of improvement in the work of the Portuguese Army identified during the course of this investigation are already in the implementation phase.
Nowadays, the success of these operations is rated not only by the performance of the Army, but also by the image perceived by the Portuguese Society. Therefore, we propose the implementation of system to regulate the public information for better control in how social media handles and shares information.
