Abstract(s)
O presente estudo versa sobre a capacidade de resposta dos Comandos Territoriais da PSP, na fase da Contenção Inicial, face a um Incidente Tático-policial (ITP).
Após delimitar conceitos teóricos da temática em estudo e, em especial, as tarefas consignadas e definidas em Norma de Execução Permanente (NEP), ao longo das primeiras três fases, da exclusiva responsabilidade dos comandos onde decorre a ocorrência.
Foi realizada uma análise aos conteúdos programáticos e portefólios, da formação ministrada no ISCPSI, EPP e nos Comandos Territoriais, às classes de Agentes, Chefes e Oficiais (até Comissário).
Seguidamente, fizemos a análise crítica a três dos ITPs ocorridos até à presente data, de entre os registados nos Comandos selecionados, com a finalidade de sinalizar os aspetos positivos e negativos, atendendo aos procedimentos implementados pela NEP que rege esta matéria. Em complemento, foram realizadas entrevistas a profissionais de polícia que exerceram a função de elemento mais graduado na contenção inicial nos mesmos, caraterizando as respostas obtidas.
Por último, apresentam-se as conclusões do estudo efetuado relativamente à capacidade de resposta dos Comandos, em cumprimento dos procedimentos definidos para estes cenários.
This essay reviews the operational capacity of a Public Safety Police’s District Headquarters, at the stage of initial containment, in a Tactical Law Enforcement Incident (TLEI) situation. Identified the theoretical constructs under study, the guidelines established in a Standard Operational Procedures (SOP) where analysed, particularly the inicial three phases which are managed at a District Headquarters level. Also, an evaluation of the training provided to Constables, Police Chiefs and Inspectors (up to Chief Inspector) in Institute of Police Science and Internal Security (ISCPSI), Police School (EPP) and District Headquarters, was held. Alongside, an assessment of three selected TLEI were conducted, regarding the compliance with the SOP. Interviews were performed with the incident’s police managers of the identified situations, at the stage of initial containment, whose answers were examined. Finally, we present our findings regarding the operational response at a District Headquarters level, underpinned by the guidelines for these cases scenarios.
