O crime de furto em residência constitui uma grande preocupação para as forças e serviços de segurança, uma vez que, apesar de não ser o crime com mais registos dos crimes contra o património, possui um forte impacto na população. Este impacto deve-se ao facto de consistir na violação de um espaço privado, o que contribui bastante para o sentimento de insegurança. Neste sentido, tendo em conta o caráter itinerante que este assume, e o facto da maioria dos autores associados à prática itinerante deste crime serem estrangeiros, revela-se fundamental a existência de uma cooperação policial internacional eficaz.
A presente investigação teve como principal objetivo perceber de que modo a Guarda Nacional Republicana coopera com as forças de segurança de outros países na investigação de crimes de furto em residência no âmbito da criminalidade itinerante, bem como identificar os limites e desafios que dificultam essa mesma cooperação. De modo a atingir este objetivo foi feito um enquadramento teórico relativo aos conceitos mais relevantes da investigação, tal como o crime de furto em residência, a criminalidade itinerante, a criminalidade organizada e a cooperação policial. Foram realizadas entrevistas a militares da Guarda Nacional Republicana com competência em diferentes áreas territoriais e com competências na investigação criminal, bem assim como a membros das agências de cooperação policial internacional mais relevantes para o tema em estudo.
Verificou-se que a Guarda Nacional Republicana colabora com diversas organizações internacionais de modo a combater a criminalidade, incluindo o crime de furto em residência, especialmente no contexto da criminalidade itinerante, sendo, as principais, a Europol, a Interpol, os Centros de Cooperação Policial e Aduaneira e o Ponto Único de Contacto para a Cooperação Internacional. No entanto, foram identificados alguns obstáculos ao bom funcionamento destas, os quais estão relacionados com a legislação e o facto da mesma diferir de país para país, exigir demasiada burocracia, o que dificulta a circulação de informação em tempo útil e ainda com a dificuldade de partilha de dados biométricos.
The crime of home theft is a major concern for security forces and services. Indeed, although it is not the crime with the most records of crimes against property, it has a substantial impact on society as it consists of a violation of private space, fostering a sense of insecurity. In this sense, considering that most perpetrators of this type of crime are foreigners and the itinerant nature that it assumes, the existence of effective international police cooperation is crucial. This study aims to understand how the Republican National Guard cooperates with security forces from other countries in the investigation of home theft crimes within the scope of itinerant crime, as well as identify the limits and challenges of this collaboration. In order to do so, a theoretical framework was created referring to the most relevant concepts in the investigation, such as the crime of home theft, itinerant crime, organized crime, and police cooperation. Moreover, interviews were carried out with soldiers from the Guarda Nacional Republicana operating in different territorial areas, knowledgeable about criminal investigation, and with members of the international police cooperation agencies most relevant to the topic under study. It was found that the Guarda Nacional Republicana collaborates with several international organizations in order to combat crime, including the crime of home theft, especially in the context of itinerant crime, the main ones being Europol, Interpol, the Centros de Cooperação Policial e Aduaneira and the Ponto Único de Contacto para a Cooperação Internacional. Nonetheless, some obstacles to their proper functioning were identified, which are related to legislation, and the fact that this differs from country to country, leading to highly bureaucratic functioning and ultimately, constraining the fast flow of information and sharing of biometric data.
