Abstract(s)
A entrada de Portugal e Espanha na União Europeia e a incorporação de Espanha
na Aliança Atlântica, veio alterar profundamente o relacionamento entre os dois países
ibéricos. A postura estratégica nacional assentava no princípio de não partilhar com o seu
vizinho nenhuma organização económica ou de defesa. A Espanha tradicionalmente
orientada para o continente apresenta-se agora como um competidor ao nível das relações
privilegiadas que Portugal mantém com a potência marítima. Por outro lado, o diferencial
existente entre as massas críticas de ambos os países, leva a que Espanha tende a fazer
valer o seu peso no seio das Organizações Internacionais a que ambos pertencem, podendo
por em causa os interesses nacionais.
Esta nova conjuntura, veio propiciar um forte incremento nas relações comerciais
entre os dois países, com franco pendente para Espanha, o que veio criar junto dos
portugueses a sensação de estarmos a caminho de uma “invasão” espanhola quem sabe
com vista à concretização do «grande sonho castelhano» ou seja a unificação da grande
Hispânia».
Portugal vê-se perante um novo paradigma, ao qual terá que dar uma resposta
adequada, tendo em conta os interesses nacionais. É neste quadro que se insere o trabalho
apresentado, no sentido de identificar quais as linhas de acção estratégica a adoptar por
Portugal de modo a garantir a salvaguarda dos interesses nacionais. Abstract: The admission of Portugal and Spain in European Union and the inclusion of Spain
in the North Atlantic Treaty Organization have resulted in a dramatic change of the
relationship between these two Iberian Nations. The National strategic position between
neighbours was based on a non-sharing principle of any economical or defence
organization whatever. Traditionally turned to the Continent, Spain is currently a strong
competitor with the privileged connections Portugal used to have with the maritime power
Nation. On the other hand, the differential between the critical masses of both Nations
results into the fact that Spain tends to make prevail its own power in the scope of
International Organizations which both Nations are inserted in. This fact may call in
question the Portuguese National interests.
This new conjuncture had as an outcome a strong increment to the commercial
connections between these two Nations, visibly tending to Spain. This fact is being
responsible for Portuguese people feel as they were suffering from a Spanish “inroad”, thus
materializing, who knows, the since long ago “the great Castilian dream”, that is, the entire
Hispano unification.
Portugal is facing a new paradigm, to which it will have to answer adequately,
always considering National interests. The present work focuses this subject, in the sense
of identifying which are the strategic guide lines that Portugal should adopt, in order to
guarantee the safeguard of National interests.
