| dc.description.abstract | No presente trabalho procurou-se, inicialmente, identificar as principais características do Apoio Social (AS) especialmente dedicado às Forças Armadas (FFAA) e à Família Militar (FM). Procedeu-se também à análise da forma como, do ponto de vista conceptual, tal actividade pode interferir no cumprimento da Missão do Militar, da qual resulta a constatação de que pode, e deve, ser entendida como um instrumento de acção sobre um eficiente desempenho do Militar. Após realizar-se a análise conceptual, iniciou-se um percurso de incidência histórica que permitiu avaliar as circunstâncias em que, no passado, as políticas de AS terão influenciado o maior ou menor sucesso das campanhas militares. Desta “visão” histórica parece sobressair o constante aperfeiçoamento dos Serviços Sociais para enfrentar os novos desafios que as missões militares exigem. De seguida, procedeu-se à identificação dos factores dinamizadores do cenário sócio/militar actual, que podem condicionar tanto o poder Político como o Militar. Por isso, esta actuação, se não tiver em consideração a actual situação e a evolução histórica referidas, pode, por si só, conduzir ao insucesso de uma campanha militar. Por último, identificou-se algumas matérias que podem ser equacionadas pelos responsáveis políticos e militares, a fim de minimizar os impactos negativos e potenciar os positivos, propuseram-se as respostas consideradas mais de forma a que os militares não tenham preocupações com os problemas sociais da sua família e seus quando deles necessitarem. Abstract: The aim of this work was to identify the main characteristics of Social Support (AS) specifically dedicated to the Army Forces (FFAA) and to the Military Family (FM). The first approach, based on a conceptual point view, was the analysis how the FFAA and FM activities can interfere with the Military Mission performance. From this evaluation results a statement that these organizations must be understood as an action tool to promote the efficient military responsibility. After conducting the conceptual analysis, a historical overview was performed which allowed the understanding how the Social Support activities can contribute for the success of a military campaigns. This historical "vision" showed a constant improvement of Social Services Quality and the increase of Army capacity to face new challenges. Then, the driving forces of the actual current social / military scenario were analyzed and some constrains were identified. These reflections can help the top-level politicians and military leaders to identify family support as a central challenge to motivation, self assurance and efficiency of the Portuguese armed forces. Finally, we identified some of the questions that can be addressed by policy makers and Army Staff military followed by the proposal of the most adequate answers that can minimize the negative impacts consequences and maximize the positive ones, so that the military feels confident about the Social Support (AS) not having concerns about the social problems of his family when they need it. | pt_PT |
