O Cunene integra o conjunto das 18 Províncias que constituem o território angolano, sendo a mesma situada na região mais ao sul do país. Angola vive atualmente um clima de paz e de estabilidade política após o fim da guerra civil em 2002. Assim sendo, o estado angolano, tem vindo de forma gradual a implementar a descentralização dos serviços administrativos, no intuito de maior coesão e diminuição das assimetrias a nível das localidades. Para tal, a incorporação das autarquias, autoridades tradicionais e organizações sociais é imprescindível para o desenvolvimento que se pretende. Porém, enquadrá-las no processo de desenvolvimento do Estado, sobretudo a nível local, constitui um desafio.
Este trabalho visa analisar a relação existente entre o poder local público e as autoridades tradicionais no Cunene, nomeadamente como as mesmas autoridades advogam os interesses das comunidades locais junto das administrações municipais e a sua participação e influência na vida sociopolítica e cultural das comunidades rurais na província do Cunene.
Concluímos que embora não exista uma lei que regule as áreas de atuação, ou seja, o papel efetivo de tais autoridades, a colaboração entre ambas as instâncias existe nas mais diversas áreas sociopolíticas e económicas, estruturando e reforçando os serviços de governação administrativa local.
The Cunene is one of the 18 provinces that constitute the Angolan territory, which is located in the southernmost region of the country. Angola is currently experiencing a climate of peace and political stability after the civil war ended in 2002. Thus, the Angolan state has been gradually implementing the decentralization of administrative services in order to more cohesion and reduction of asymmetries at the local level. To this end, the incorporation of municipalities, traditional authorities and social organizations is essential for the development intended. However, placing them in the development process of the state, especially at the local level, is a challenge. This work aims to analyse the relationships between the local government and traditional authorities in Cunene, particularly as the same authorities advocate the interests of local communities from the municipal administrations and their participation and influence in the socio-political and cultural life of rural communities in the province of Cunene. We conclude that although there is no law regulating the business areas, i.e., the actual role of these authorities, collaboration between the two bodies exists in various socio-political and economic areas, structuring and enhancing the services of local administrative governance.
