A gestão da segurança em grandes eventos constitui uma dimensão exigente da atuação policial, sobretudo em contextos marcados por elevada concentração de pessoas,
forte exposição pública, riscos diferenciados e necessidade de articulação entre várias entidades. Esta dissertação analisa a forma como a Polícia de Ordem Pública da Guiné Bissau organiza, planeia e executa a segurança em grandes eventos, procurando compreender os procedimentos adotados, os principais riscos identificados, os
mecanismos de coordenação institucional e os desafios que condicionam a eficácia da intervenção policial. A investigação assenta numa abordagem qualitativa, com recurso à análise documental e à realização de entrevistas semiestruturadas a elementos com experiência operacional neste domínio. Os resultados evidenciam que a Polícia de Ordem Pública revela capacidade prática de adaptação e resposta, através da mobilização de dispositivos de segurança, do reforço do policiamento, da avaliação de riscos e da cooperação com outras entidades. Contudo, persistem fragilidades ao nível dos meios humanos, materiais e tecnológicos, da formalização dos procedimentos, da consolidação da cadeia de comando e da avaliação pós-evento. Conclui-se que a gestão da segurança em grandes eventos na Guiné-Bissau exige maior investimento em planeamento, formação, comunicação, prevenção situacional e cooperação interinstitucional, aproximando a atuação policial de modelos mais eficazes, proporcionais e legítimos.
Security management at major events is a demanding dimension of police activity, particularly in contexts marked by large concentrations of people, strong public exposure, differentiated risks and the need for coordination between several entities. This dissertation analyses how the public order police of Guinea-Bissau organize, plans and implements security at major events, seeking to understand the procedures adopted, the main risks identified, the mechanisms of institutional coordination and the challenges that affect the effectiveness of police intervention. The research is based on a qualitative approach, using documentary analysis and semi-structured interviews with officers who have operational experience in this field. The results show that the public order police demonstrate practical capacity for adaptation and response through the deployment of security operations, reinforcement of policing, risk assessment and cooperation with other entities. However, weaknesses remain in terms of human, material and technological resources, the formalization of procedures, the consolidation of the chain of command and post-event evaluation. It is concluded that security management at major events in Guinea-Bissau requires greater investment in planning, training, communication, situational prevention and institutional cooperation, bringing police action closer to more effective, proportionate and legitimate models.
